DCAA recently announced the winners of the technical support awards. These awardees accomplish major contributions to DCAA's mission, exemplify DCAA values and demonstrate outstanding expertise in their field.

Jim Spotts is DCAA's Administrative Technical Employee of the Year

Mr. Jim Spotts is DCAA's Administrative Technical Employee of the Year for his dedication, responsiveness and solution-oriented mindset. His proactive approach to resource management resulted in improved collaboration and efficiency at his office. He self-developed budgeting and monitoring processes that maximize the use of award dollars and streamline fiscal year-end obligation. Additionally, he created innovative approaches to visually analyze and track workforce data, allowing the office to quickly meet workload staffing needs. His work significantly reduced the supervisory staff workload involved in employee training plans by leveraging proactive collaboration and communication.

Stephen Lybarger awarded Technical Auditor of the Year

Mr. Stephen Lybarger, a Technical Specialist from the Air Directorate, is DCAA's Technical Auditor of the Year for his groundbreaking contributions to audit efficiency, automation and data analytics. His innovative work has reshaped how DCAA conducts audits and manages data, setting new standards for accuracy and efficiency. One of Lybarger's most notable achievements is the creation of the Fuzzy Lookup Tool, an automated process that identifies incorrect contract charges. This tool has eliminated over 1,000 hours of manual work, saving valuable time and resources while improving accuracy.

Lybarger also developed automated models to standardize indirect costs during incurred cost audits. These models have streamlined processes, ensured consistency and enhanced the reliability of audit results. He also played a pivotal role modernizing DCAA's data management practices by overseeing the migration of the permanent file system to SharePoint Online. This effort involved the successful transfer of 415,000 files, completed with precision and care, and has significantly improved the agency's efficiency and reliability in handling electronic data.
