A public hearing to consider the possible pardon of sentence for Raphael Johnson
The Michigan Parole Board will hold a public hearing on Thursday, April 30, 2026, at 1:00 p.m., to consider the possible pardon of sentence for Raphael Johnson. The hearing will be conducted via video using Microsoft Teams.
Those planning to access the hearing must complete the online registration form no later than April 28, 2026. Public hearing guidelines and access information can be found here.
Raphael Johnson was sentenced to a term of 8 years to 25 years for the crime of Murder 2nd Degree, and to a term of 2 years to 2 years for the crime of Weapons-Felony Firearm. Raphael Johnson was sentenced on September 10, 1993, out of Wayne County.
Cynthia L. Garcia, Member of the Michigan Parole Board, will conduct the hearing under the provisions of MCLA 791.244 prior to any recommendation for executive clemency by the Parole Board.
This hearing is required by state law prior to consideration of any pardon by the Governor.
