National community development leader brings more than 25 years of experience in community, business and economic development, advancing access to capital and economic opportunity for underserved communities.
The National Community Reinvestment Coalition Community Development Fund (NCRC CDF) is pleased to announce the appointment of Dr. Kim Carter Evans , President of TruFund Financial Services, Inc., to its board of directors.
A nationally recognized executive, entrepreneur and community development leader, Dr. Evans brings more than 25 years of experience advancing economic opportunity, strengthening mission-driven institutions and creating pathways to business ownership and wealth building in historically underserved communities.
Her appointment comes at a pivotal time for the community development finance industry, as Community Development Financial Institutions (CDFIs) navigate an evolving economic and policy landscape while responding to growing demands for affordable capital, small business financing and community investment.
"Dr. Evans brings an extraordinary combination of strategic leadership, operational expertise and a genuine understanding of the communities our industry exists to serve," said Bob Dickerson, Acting Board Chair of the NCRC CDF . "She understands both the responsibility of stewarding a mission-driven financial institution and the importance of ensuring that capital reaches the people and places that need it most. Her experience, perspective and commitment to economic opportunity will be tremendous assets to our board as we continue strengthening the fund's reach and impact."
Jesse Van Tol, President and CEO of the National Community Reinvestment Coalition (NCRC) , emphasized the importance of connecting national advocacy with community-centered investment and institutional leadership.
"Building a more just economy requires leaders who understand how policy, capital and community development intersect," said Van Tol. "Dr. Evans brings the perspective of someone who has spent decades translating economic development strategies into tangible opportunities for businesses and communities. Her experience leading a mission-driven financial institution, coupled with her commitment to strengthening underserved communities, will be valuable as we work to expand access to capital, promote responsible investment and advance economic opportunity across the country."
As President of TruFund Financial Services, Inc., Dr. Evans provides enterprise-wide leadership for a mission-driven CDFI supporting small businesses and community and economic development initiatives across multiple markets. TruFund's broader organizational structure includes a subsidiary Community Development Entity (CDE) focused on deploying New Markets Tax Credits to support catalytic investments in underserved communities, as well as a subsidiary supporting its Impact Developers Fund, an initiative designed to expand access to capital and strengthen opportunities for emerging and historically underserved real estate developers. Her leadership encompasses organizational strategy, financial sustainability, capital development, investor and government relations, strategic partnerships and policy advocacy.
Throughout her career, Dr. Evans has worked at the intersection of community development, business and economic development, entrepreneurship, institutional leadership and public policy. Her experience spans organizational transformation, strategic growth, capital deployment and the development of innovative approaches to addressing systemic barriers to economic opportunity.
"Kim is the kind of leader who understands that expanding access to capital requires more than financial resources. It requires strong institutions, innovative strategies, meaningful partnerships and an unwavering commitment to the communities we serve," said Gregory Dyson, Interim Executive Director of NCRC CDF and Executive Vice President and Chief Operating Officer of NCRC . "Her extensive experience leading complex organizations, developing strategic partnerships and advancing community-centered financial solutions will help position NCRC CDF for continued growth and greater impact."
The NCRC CDF is a US Treasury-certified CDFI dedicated to expanding access to capital, supporting entrepreneurship and increasing affordable homeownership opportunities in historically underserved communities. Through lending, business development support and strategic investment, the fund works to address persistent barriers to economic mobility and wealth creation.
For Dr. Evans, the appointment represents an opportunity to further advance the mission that has shaped her professional and personal journey.
"I am deeply honored to join the board of directors of the National Community Reinvestment Coalition Community Development Fund and to serve alongside leaders who share a commitment to building a more inclusive economy," said Dr. Kim Carter Evans . "I have spent my career working to ensure that where someone lives, where they come from, or the size of their business does not determine their access to opportunity. I believe deeply in the power of CDFIs to transform communities, but I also recognize that our work is far from finished. This moment calls for bold leadership, stronger partnerships, and a continued commitment to moving capital into communities where it can create lasting impact. I look forward to contributing my experience, perspective and passion to the important work ahead."
Dr. Evans' appointment further strengthens the fund's governance and leadership capacity as it continues advancing innovative approaches to community investment, financial inclusion and equitable economic development.
Her professional accomplishments are complemented by a longstanding commitment to leadership development, entrepreneurship and community service. She holds six academic degrees, including doctoral degrees in business administration and psychology, and is a published author and advocate for strengthening individuals, families, businesses and communities.
