PPB's Summer Cool Down Mission Yields Positive Results

The Portland Police Bureau's Focused Intervention Team (FIT) led a two-day citywide Summer Cool Down Mission on July 17 and July 18 in response to an increase in gun violence across Portland.

The mission brought together PPB's Enhanced Community Safety Team (ECST), East, North and Central Precinct officers, Traffic Division, Major Crimes Unit, Transit Police, Canine Unit, Air Support Unit (ASU), Entertainment District Detail, Special Emergency Reaction Team (SERT), Crisis Negotiation Team (CNT), the Gresham Police Department, Multnomah County Sheriff's Office Air Support, Multnomah County Parole and Probation, and the Multnomah County District Attorney's Office.

The operation focused on maintaining a highly visible law enforcement presence in areas experiencing increased gun violence while combining proactive community engagement with targeted enforcement efforts aimed at violent offenders. Over the two-day mission, officers recovered seven firearms, made 11 arrests, issued seven citations, towed 10 vehicles, and conducted parole compliance checks.

The mission's most significant arrests occurred on Friday night when numerous individuals were arrested in connection to an armed robbery in the Eliot Neighborhood just hours earlier.

Another significant arrest also occurred on Friday night. In the area of Northeast 82^nd Avenue and Northeast Milton Street, officers located 22-year-old Kielondre Carr who was wanted in connection to an injury shooting in late May. After officers contacted Carr, he jumped into a nearby vehicle and fled. Officers used numerous tactics to include a Pursuit Intervention Technique (PIT) maneuver, and they were able to stop the fleeing vehicle. Carr ran on foot but was located and arrested. A firearm was seized from the vehicle. Carr was transported to the Multnomah County Detention Center (MCDC) and lodged on the following charges: Unlawful Possession of a Firearm, Reckless Driving, Attempt to Elude by Vehicle, and Escape in the Third Degree.

On Saturday night, there was a shooting near Northeast 148th Avenue and Northeast Burnside Street. Witnesses reported that a man exited a SUV and fired multiple rounds at a person on foot before fleeing in the vehicle. Within minutes, officers with the Gresham Police Department spotted the vehicle near Northeast 172nd Avenue and Northeast Couch Street. With assistance from ASU, officers tracked the vehicle as it traveled toward Northeast Airport Way. East Precinct officers executed a PIT maneuver to stop the vehicle, and three occupants fled on foot. Fortunately, all three were detained a short time later, and officers recovered a firearm.

As investigators processed the shooting scene, police were notified that a gunshot victim had arrived at a local hospital. It was determined that the 21-year-old male victim, who is expected to survive, had been shot at Northeast 148^th and Burnside.

The suspected shooter was among the three individuals detained. He is identified as 19-year-old Adyn Cochran, and he was lodged in MCDC on the following charges: Attempted Murder in the Second Degree, Assault in the First Degree, Assault in the Second Degree, and Unlawful Use of a Weapon.

"This mission demonstrates what can be accomplished when law enforcement agencies work together with a shared commitment to reducing gun violence and protecting our community," said PPB Chief Bob Day. "We remain committed to holding violent offenders accountable while continuing to build safer neighborhoods through proactive enforcement and strong partnerships."
