It is an honour to join you this evening as we mark a defining moment in Canada's maritime history.

The union of the Royal Canadian Navy and the Canadian Coast Guard within one department, in shared service to the country, is an important milestone in the history of civilian and military co-operation in Canada.

It is a great honour for me to assume the role of commander-in-chief of Canada at a time when your contributions to peace and security-both internationally and along Canada's coastline-are more vital than ever.

So far, my work, both as a judge and in service to the international community, has unfolded more on land than at sea. I have commented to my colleagues at Rideau Hall that I have been transported, in the course of my career, on every possible vehicle-or platform, as you call it?-except a submarine.

Please don't take that as a request.

The sea has always been a place where economic interests clash, a place of international tensions, rule of law challenges, and serious security and defence concerns. A place of growing environmental challenges, too.

I feel privileged to stand at your side as you take on new responsibilities.

Your track record will serve you well.

The Canadian Coast Guard will soon celebrate its 65th anniversary-although its origins date back to the 18th century.

You have ensured the safety of our waters and protected our environment. You have saved lives. You have forged lasting bonds with coastal communities.

The Royal Canadian Navy has protected Canada's waters for over 115 years, since its founding just before the First World War.

You have supported allies in times of conflict and upheld Canada's commitment to peace and security around the world.

Your accomplishments are too numerous to recount this evening, but one truth remains: none of them would have been possible without your professionalism and dedication.

Sailors and officers, Coast Guard personnel and civilian experts alike-you represent the very best of service to Canada, at sea and ashore, in uniform and throughout the broader maritime industry.

I am told that, at sea, it is not the conditions that define the outcome, but the people who navigate them.

You have chosen a career that requires a high level of expertise. Discipline. Judgment.

It also demands extraordinary sacrifices-from you and from your families as well.

I want to express my deepest gratitude for your service.

I also encourage you to take care of yourselves and of one another. Continue to foster a culture of respect and inclusion, where every member is treated with dignity.

This is what will allow you to meet the challenges of tomorrow with confidence and strength-whatever the currents. And this is what will allow Canada to remain a country proud of its presence on the world's largest oceans.

As they say at sea: let's stay the course!
