RESNET Launches New HERS Rating Program for Manufactured Homes

On June 29, 2026, The Residential Energy Services Network (RESNET) launched a new Home Energy Rating System (HERS) Program for new, modern manufactured homes. Manufactured housing is one of the largest sources of affordable housing across the country, yet these homes have not previously been eligible for a HERS Rating at the point of construction. The new program quantifies a home's energy efficiency on the HERS Index, providing manufacturers, prospective homebuyers, and lenders a transparent and easy-to-understand tool to compare energy efficiency between manufactured and site-built housing.

The HERS Index is a standardized scoring method that provides an energy analysis of a home's design and can be used to inform home energy upgrades. A HERS Index score of 0 indicates a net-zero energy home, 100 represents a home built to a reference home at a 2006 IECC baseline standard, and 100+ indicates a less-energy efficient home that typically carries higher energy costs.

The HERS Program for manufactured homes functions differently from the certification process for site-built homes. Under the new program, a certified HERS Rater certifies each manufacturing plants' construction process - reviewing facility policies, design specifications, quality-control procedures, and installation manuals - and a HERS Rater or HERS Modeler completes energy modeling for each manufactured home model. Additional quality checks and controls are performed during housing production. At the end of the process, each certified home receives a HERS Label, and results are submitted to the RESNET Registry.
