Yevgeny Pervyshov Pervyshov YevgenyGovernor of the Tambov Region briefed to the President on the region's performance in 2025 and submitted several projects for approval. However, he began his report with an overview of the work involving veterans of the special military operation, in which he himself is taking part. This work is being carried out under the Heroes of the Tambov Region programme. The servicemen who return from the combat zone, go back to their previous jobs or become federal or municipal employees after passing corresponding exams and tests. Once a month, the Governor meets with returning SMO veterans or their family members. Veterans who are already state or municipal employees take part in these meetings as well.
The discussion then turned to the agro-industrial sector performance. Last year saw record-breaking results, including a grain harvest of 5.8 million tonnes. Exports are on the rise, with an emphasis on deep processing. The region ranks second in Russia in terms of flour production. Exports are focused on Arab countries (halal products and poultry) and the People's Republic of China.
According to the Governor, agriculture accounts for 23.5 percent of the gross regional product, while industry contributes 18.5 percent to the GRP. The objective is to increase the industrial sector's share while at the same time consolidating and further supporting the agricultural sector.
Mr Pervyshov described population retention in the Tambov Region as top priority. Unfortunately, the situation in the region remains challenging. The Governor asked the President to support the regional authorities' efforts and proposals to this end.
They also discussed work under national projects, particularly in housing construction, as well as the construction of schools, kindergartens, and colleges. Spending from the consolidated budget on national and regional projects is increasing, including due to a reduction in the public debt burden.
The Governor reported that the housing and utilities system was being brought under regional control. A waste-processing plant will be state-owned, and the regional operator is already state-owned. Of 250 boiler plants, 200 have been brought back into state ownership. Water supply is also in the process of being transferred to state ownership. Electricity and gas are managed by Rosseti grid company (with the state as a controlling shareholder), federal companies, and Mezhregiongaz. The entire housing and utilities sector will be directly overseen by the regional government.
Mr Pervyshov also spoke about a free economic zone project that had been supported by the President and the Economic Development Minister. A list of residents has been drawn up. Metallservis, a Tambov-based enterprise that is already operating and plans to invest a significant amount of up to 10 billion rubles and create up to 1,000 jobs, is among the largest ones. It already has a strong order book.
In addition, progress is being made on a number of other promising projects. Construction sites, as well as enterprises operating in the Tambov Region that are continuing to expand, have been identified.
