WHAT:
Orange County, Florida, has announced the release of a Request for Proposal (RFP) for long-term single-stream recyclables processing via the OpenGov procurement platform online at: https://procurement.opengov.com/portal/orangecountyfl/projects/293698

The County is looking for a company to provide recovered materials processing and marketing services. The company, selected through the procurement process, will be responsible for the development, construction, ownership, financing, and operation of the recycling facility in the County.

The County intends to award a long-term services agreement for processing of recyclables - a 15-year initial term with two five-year extensions.

Located in Central Florida, the County is home to more than 1.5 million residents and hosts more than 75 million visitors annually.

It remains committed to recycling as a priority. Annually, the Orange County Utilities Solid Waste Management Division collects single-stream recyclable materials from nearly 240,000 residential customers and collects 60,000 tons of single-stream recyclables.

A non-mandatory pre-proposal meeting will be held virtually via Webex on Wednesday, August 26. Sealed electronic offers for this RFP will be accepted up to 4 p.m. EDT, on Thursday, October 1, 2026.
