Fuel buyers often monitor crude oil prices and NYMEX futures to gauge where fuel costs may be headed. However, those benchmarks do not always explain why diesel or gasoline prices move differently in a specific region. One reason is spot pricing.
Between the futures market and the price businesses ultimately pay for fuel is a physical marketplace where gasoline, diesel, jet fuel, and other refined products are bought and sold. Spot pricing helps establish the value of those physical barrels and influences prices throughout the fuel supply chain.
The term "spot pricing" can also mean buying fuel at a supplier's current market price without a pricing agreement. Understanding the difference can help fuel buyers compare pricing structures and make more informed purchasing decisions.
What Is Spot Pricing?
Spot pricing is the price for a one-time open-market transaction involving near-term delivery of a commodity at a specific location.
In refined fuel markets, these transactions generally involve large quantities of gasoline, diesel, jet fuel, and other products traded at major refining, pipeline, and waterborne markets. According to OPIS, pipeline spot transactions can range from approximately 5,000 to 50,000 barrels, much larger than the truckload quantities purchased by most commercial fuel consumers.
Spot prices are influenced by many of the same factors that affect broader fuel markets, including refinery operations, inventories, demand, weather, pipeline constraints, regulations, exports, and geopolitical events. Because those factors vary by region, physical fuel values can differ significantly from one market to another.
How Do Basis and Spot Assessments Work?
Physical fuel transactions are often priced relative to NYMEX futures contracts. The difference between the physical market price and the corresponding futures benchmark is known as the basis, or differential.
For example, if Gulf Coast diesel trades 5 cents per gallon below the NYMEX ULSD benchmark, the basis would be negative 5 cents. If regional supply tightens, basis values can strengthen. When supply is more plentiful, basis values may weaken.
Price-reporting agencies such as OPIS, S&P Global Commodity Insights' Platts, and Argus Media publish daily assessments of physical fuel markets. These assessments serve as benchmarks that suppliers and customers can use in fuel pricing agreements.
OPIS Spot vs. Non-Contract Spot Pricing
One of the most common sources of confusion is that the term "spot pricing" can describe both a market benchmark and a purchasing method.
A customer may have a long-term fuel supply agreement in which prices are calculated using OPIS Spot, Platts, or another published market assessment, plus transportation, taxes, supplier differentials, and other agreed-upon costs. In this case, the contract price is tied to a spot-market benchmark, but the customer is still purchasing fuel through a contracted pricing arrangement.
That is different from a non-contract spot purchase. With non-contract spot pricing, a customer requests a quote based on the supplier's current available price and buys fuel without a term pricing commitment or index formula. The quote may reflect current replacement costs, local supply conditions, transportation expenses, and other market factors.
Put simply, OPIS Spot, Platts, and basis differentials are market pricing benchmarks, while non-contract spot pricing is a way of purchasing fuel. A buyer can have a contract tied to OPIS Spot or Platts, or buy fuel through a one-time spot quote. While the same word is often used for both, the pricing arrangements differ significantly.
Why Spot Pricing Matters
Understanding spot pricing helps explain why local fuel prices do not always move in step with crude oil or futures markets.
A refinery outage, pipeline disruption, inventory shortage, or regional demand increase can strengthen local basis values even when NYMEX futures show relatively little movement. Those physical market changes can eventually influence rack and delivered fuel prices.
For fuel buyers, understanding how spot markets work can provide valuable context when evaluating supplier proposals, comparing pricing options, and planning fuel budgets.
Outlook
While the mechanics of spot pricing have not changed, regional market conditions continue to evolve. According to EIA data, U.S. refining capacity declined in 2025 following refinery closures in Houston and Los Angeles. Additional capacity changes occurred in 2026, including the removal of Valero's Benicia refinery capacity from EIA's monthly estimates beginning in March.
As a result, fuel buyers should continue monitoring refinery operations, inventories, and regional supply conditions alongside crude oil and futures markets. These factors can have a meaningful impact on local fuel pricing and availability.
