City Council Approves Updates Enhancing Animal Protections, Expanding Livestock Allowances

Ordinance Approval Also Allows for Free Adoptions for Veterans and First Responders

HENDERSON, Nev.(Oct. 22, 2025) - The Henderson City Council unanimously approved updates to Title 7 and 19 of the Henderson Municipal Code, strengthening animal welfare protections and expanding livestock allowances for residents in rural neighborhoods.

The updated ordinance, which takes effect immediately, strengthens the City's animal-related standards to promote humane treatment, responsible ownership and greater flexibility for rural property owners.

Enhanced Animal Welfare Protections

The updated code establishes clearer rules and new prohibitions to improve the safety and well-being of animals. Among the changes, it is now unlawful to:

  • Sell animals in public areas without a permit
  • Engage in acts of poisoning or animal crushing
  • Sell chicks or ducklings under two weeks old
  • Fail to return trapped animals to their owners within 72 hours

The ordinance also incorporates "Reba's Law" (AB381), which allows individuals to enter vehicles under specific circumstances to rescue animals in distress.

Expanded Livestock Options for Rural Areas

To provide greater flexibility for residents in Henderson's rural neighborhoods, the ordinance also increases the number and types of livestock permitted on qualifying properties, to include horses, cattle, goats, sheep, swine, chickens and roosters.

Additional measures support adoption and responsible care:

  • Authorizes Animal Protection Services to reduce or waive adoption fees to help prevent overcrowding
  • Provides adoption fee waivers for veterans and first responders
  • Allows groups to humanely manage free-roaming cat populations
