B.6 - Contract for Dorothy McAlinden Park Path Repairs Project
Council awarded a contract to West Coast Paving, Inc. to reconstruct the existing asphalt concrete walking paths at Dorothy McAlinden Park in Ward 4. The repairs will improve accessibility, safety, and overall park usability. The contract is in an amount not to exceed $319,000 and will be funded by a Community Development Block Grant (CBDG) and Residential Construction Tax (RCT) District 1 funds. Dorothy McAlinden Park was originally constructed in 1979, with the existing asphalt concrete walking paths last reconstructed in 1994. Over time, the walking paths have deteriorated and reached the end of their useful life. The current conditions include cracking, spalling, uneven surfaces, and localized ponding, which create safety hazards and reduce accessibility for park users. Due to these conditions, the paths no longer meet the standards expected for safe and functional public infrastructure. Construction will start this spring and is expected to be completed by summer.

C.1 - City of Reno Budget Discussion
Council directed staff to move forward with the development of the Fiscal Year 2026-2027 budget. Staff presented the proposed budget, Capital Improvement Plan (CIP), and fee schedule. The City's budget process begins with departmental planning late in the previous year, followed by Council workshops in the spring and final adoption in May. A March 4, 2026 budget workshop provided an overview of all funds, capital projects, and the fee schedule, with Council offering policy direction and funding priorities. By prioritizing fiscal responsibility and identifying thoughtful expense reductions, the City presented a balanced tentative budget, eliminating the previously anticipated budget deficit while navigating inflationary cost growth. This tentative budget includes fee adjustments, including a 2.9 percent consumer price index increase where appropriate. Council also approved the following two changes to the proposed budget:
- Reducing the land use appeal fee to $250
- Eliminating the annual CPI increase to the sanitation franchise fee
Next steps include a budget presentation on May 14, 2026 to the Financial Advisory Board (FAB) and a public hearing on May 20, 2026 for the budget and fee schedule adoption.
F.1 - Trego Grid Annexation Ordinance Adoption
Council adopted an ordinance regarding the Trego Grid Annexation. The ordinance annexes a 53.49-acre parcel located approximately 0.23 miles northeast of the intersection of Rio Wrangler Parkway and Antler Ridge Road, north of the NV Energy Mira Loma substation, into the city of Reno. The property abuts the City's jurisdictional boundary, is within the city's Sphere of Influence and is designated in the master plan as Single-Family Neighborhood and Unincorporated Transition. Upon annexation, the site would be zoned Single-Family, three units per acre (SF-3), and Unincorporated Transition, 10 acres (UT-10).
F.3 - Clear Acre Commons Master Plan and Zoning Map Amendment Ordinance Adoption
Council adopted an ordinance for master plan and zoning map amendments pertaining to the Clear Acre Commons project located on the south side of Scottsdale Road, south of Reno Vista Drive, west of Clear Acre Lane, and north and east of U.S. 395 in Ward 4. The adoption reflects the following changes:
- Master Plan Amendment from Single-Family Neighborhood (SF) and Public/Quasi-Public (PQP) to Suburban Mixed-Use (SMU)
- Zoning Map Amendment from a mix of Single-Family Residential - 3 units per acre (SF-3) and Mixed-Use Suburban (MS) to MS
The Reno Planning Commission recently recommended that Council move forward with an ordinance adoption. This item will now be subject to a Truckee Meadows Regional Plan conformance review by the Regional Planning Commission for the Master Plan amendment request and Regional Governing Board approval of the Regional Tier amendment.
F.4 < /a>- Sewer Service Charge Ordinance Adoption
Council moved to adopt an ordinance implementing a sewer user fee increase. During the April 8, 2026, Reno City Council meeting, the council directed staff to draft an ordinance to increase the sewer user fee by $3 per month for three years for single-family homes, with a similar percentage increase for other sewer user fees. The rate adjustment is driven by rising costs, including a 41% increase in capital construction and a 54% increase in treatment expenses, which have outpaced inflation. The additional revenue will support major capital improvement projects and ongoing system repairs, including upgrades at the Truckee Meadows Water Reclamation Facility. Funds collected will be deposited into the sewer enterprise fund and used exclusively for sewer-related purposes. The new fees will take effect July 1, 2026.

RDA B.1 - Reno Redevelopment Agency Budget Discussion
The Reno Redevelopment Agency (RDA) Board accepted the proposed capital improvement project rankings and directed staff to update their list of supported projects for FY 2027. The RDA Board recommended a variety of updates to the proposed budget, including but not limited to the following: adding $2 million in budget for the Lear Theater stabilization, removing budget to support shade on Believe Plaza and wayfinding signage, and raising the budget to fully fund the University East project. The following RDA programs are recommended to be funded through the FY 2027 budget: District Activations Pilot, Love Your Block, Parking Gallery, ReStore, ReSecure, Small Walls, and Vacant to Vibrant. The final budget adoption will occur on May 20, 2026.
