Deputy Prime Minister for Economic Policy and Minister of Economic Development Nik Gjeloshaj opened today in Budva the regional presentation of the OECD publication "SME Policy Index: Western Balkans and Türkiye 2026", one of the most important international reports assessing policies supporting small and medium-sized enterprises across the region.
The event brought together representatives of the Organisation for Economic Co-operation and Development, the European Union, international institutions, the diplomatic corps, as well as representatives of institutions and businesses from the Western Balkans and Türkiye. Hosting the event in Montenegro confirms the country's commitment to regional cooperation and continued reform efforts aimed at improving the business environment and strengthening economic competitiveness.
Addressing participants, Gjeloshaj emphasized that Montenegro is entering a phase of intensified economic reforms and accelerated European integration, noting that the quality of policies aimed at supporting small and medium-sized enterprises represents one of the key indicators of readiness for the next stage of accession to the European Union.
Particular focus was placed on digital transformation, the green transition, and strengthening economic resilience. In this context, activities undertaken by Montenegro to improve the regulatory framework, digitalise public administration, expand electronic services, and invest in broadband infrastructure and digital skills development were presented.
Speaking about the green transition, the Minister stressed that Montenegro, as an ecological state with significant renewable energy potential, views sustainable development as a key component of the future competitiveness of its economy through the development of solar and wind energy, energy efficiency, sustainable tourism, and transport modernisation.
It was also highlighted during the event that the SME Policy Index provides an objective overview of the progress achieved by countries in the region in the field of SME development, including improvements to the regulatory framework, institutional support for businesses, and the digitalisation of public services, while also identifying areas where additional reform efforts are needed.
The Ministry of Economic Development remains committed to implementing reforms aimed at building a competitive, innovative, and sustainable economy, with strong support for the SME sector and continued alignment with European standards and practices.
