Defense Stocks’ $350 Billion Problem If Democrats Win

Part of our midterms guide. Start here: what the vote really changes for your money.

Betting markets give Democrats about a 94% chance of winning the House on Tuesday, and about three in four of taking the Senate too. President Trump keeps his veto. But defense money isn't a law the President can force through. Congress writes it, every year, and a Democratic House gets a pen.

Company Value 12-month return What's at stake Exposure to the vote
Palantir (PLTR) $428B −11% Oversight of its Army, immigration and data contracts High
Lockheed Martin (LMT) $148B +34% Golden Dome and missile money tied to the extra $350B Medium-high
RTX (RTX) $274B +15% Interceptors and radars; half its sales are commercial jets Medium
General Dynamics (GD) $101B +10% Submarines and ships, backed by both parties Low

The base budget is safe. The extras and the contracts are not.

The market seems to agree, for now. Lockheed is up 27% in the past month and sits 4% below its high. Investors are betting on missiles and Golden Dome, which is exactly the money most exposed to a Democratic House.

Exposure is our judgment of how much Tuesday's outcome can change each company's revenue, costs or legal risk, given that a Democratic House can investigate, write budgets and block bills, but can't pass laws past a veto. Values and returns are at the Nov 2 close (Trefis market data). RTX's commercial share is approximate. Northrop Grumman ($79B, −3% over 12 months) would rank with Lockheed.

Where Is The Money Actually At Risk?

In the top layer. The White House asked for $1.5 trillion for defense in 2027: $1.15 trillion in the normal budget, plus $350 billion through a party-line bill like the 2025 tax law. The Senate's top Democratic appropriator called the total a "nonstarter."

A Democratic House won't pass another party-line bill. So the $350 billion is the part most likely to vanish, along with Golden Dome, which gets almost all its money that way. Golden Dome got about $25 billion for 2026 through the 2025 law. Of its 2027 request, only about $400 million sits in the regular base budget. Democrats don't need to vote against the shield. They only need to skip the bill it rides on. The $1.15 trillion base needs Democratic votes in the Senate anyway, so it was always going to be a compromise.

What Does Oversight Mean For Palantir?

Hearings, letters and subpoenas. Palantir has a 10-year Army deal worth up to $10 billion, and software for immigration enforcement. Both are likely targets for a Democratic House. Oversight can't cancel a signed contract. It can slow renewals, add conditions and make agencies cautious. For a stock valued at about 60 times sales, a slower pipeline matters more than the headlines.

What Happened The Last Time?

After Republicans took the House in 2010, the debt-limit fight produced the 2011 spending caps, and automatic cuts hit the Pentagon in 2013. Defense stocks rose sharply in 2013 anyway, as buybacks and cost cuts beat the budget news. The lesson: the debt limit, not the vote, is where defense budgets get cut. The next one comes in 2027.

What Could Go Wrong?

A shutdown. The government is on a stopgap budget that began Oct. 1, and stopgaps freeze new programs. A 2027 debt-limit deal that caps defense alongside domestic spending, as in 2011. And a peace deal or ceasefire that cools demand for missiles. Each of those would hit Lockheed and RTX before General Dynamics.

Most exposed: Palantir and Lockheed. Least: General Dynamics. A Democratic House won't gut the base budget. It can block the extra $350 billion and Golden Dome's main funding route, and it can put Palantir's contracts under a microscope. Ships and submarines have friends in both parties.
