Congressman Gabe Evans' Bipartisan Energy Threat Analysis Center Act Passes U.S. House of Representatives

WASHINGTON - Today, Congressman Gabe Evans and Congresswoman Kathy Castor's bipartisan Energy Threat Analysis Center (ETAC) Act of 2026 passed the U.S. House of Representatives with broad bipartisan support and now heads to the senate for consideration.

The legislation reauthorizes the Department of Energy's (DoE) Energy Threat Analysis Center (ETAC) within the Office of Cybersecurity, Energy Security, and Emergency Response (CESER), ensuring the Department can continue partnering with industry leaders, utilities, and national laboratories to strengthen America's energy infrastructure against evolving cyber threats. The legislation also extends the program's authorization through 2031 and further strengthens collaboration between the federal government and private industry to identify, analyze, and respond to emerging threats targeting the nation's energy systems.

The Energy Threat Analysis Center Act strengthens America's energy security by:

  • Reauthorizing $10 million annually for the Energy Threat Analysis Center through 2031, ensuring continued operational support for energy sector cybersecurity and resilience.
  • Renewing Colorado's leadership the public-private partnership between the Department of Energy (DoE), the National Lab of the Rockies, electric utilities-including Xcel Energy, and TriState -and other energy partners to conduct real-world threat assessments and strengthen critical infrastructure.
  • Countering cyber threats from foreign adversaries, including Chinese Communist Party-backed hacking groups such as Volt Typhoon and Salt Typhoon, which have targeted critical U.S. infrastructure.
  • Enhancing information-sharing between government agencies, utilities, law enforcement, and private industry to identify, prevent, and respond to cyber threats before they disrupt America's energy systems.
