OAQDA Issues $1.5 Million in Bond Financing to Support Choice One Engineering Expansion and Job Growth in Sidney

COLUMBUS - The Ohio Air Quality Development Authority (OAQDA) has issued $1.5 million in its revenue bonds for Green Shirts Holdings, LLC, to renovate a vacant Sidney office building, located at 2633 Campbell Road, Sidney, for the expansion of Choice One Engineering.

OAQDA is serving as a state financing partner alongside Green Shirts Holdings, as the owner and borrower of the project, and Minster Bank, which is purchasing the bonds to fund the building's renovation with energy-saving improvements. The project includes upgrades to the building envelope and electrical systems, high-efficiency HVAC equipment, and installation of efficient LED lighting fixtures.

"Choice One Engineering's continued growth is still more great news for Sidney," said Sidney Mayor Mike Barhorst. "This project will return a largely underused building back into productive use, support more than 100 local, highly-skilled jobs, and create additional opportunities in our community. The building offers the company growth-potential, and will continue Choice-One's ability to help communities across Ohio fast-track vital municipal infrastructure and development projects."

Built in 1989 and first occupied in 1990, the roughly 30,000-square-foot building has been largely vacant since 2021, with its most recent tenant leaving in 2023. Its renovation will create expanded office space for the headquarters of the Choice One Engineering firm.

This project will create an efficient, modern workplace for our employees, provide opportunities for the next generation of professionals, and prepare our company for its next chapter."

Choice One Engineering has worked with 196 communities across Ohio and encourages its employees to give back to the places they serve. The company supports employee volunteerism and community giving through partnerships with local organizations and initiatives, including Sweet Cheeks Diaper Bank, Habitat for Humanity, United Way, and the Sidney Charity Cup. Choice One also regularly hires college co-op students and recent graduates, providing young professionals with opportunities to begin and build their careers in Ohio.

The building's improvements are projected to reduce the total energy use by more than half compared with a standard code-compliant building, far exceeding program requirements. Additionally, the project will retain 89 full-time jobs and create 12 new positions as the company expands in Shelby County. OAQDA independently verified and is continuing to monitor the project benefits that flow into the community.

State Representative Tim Barhorst (R-Fort Loramie) also pointed to the project's value for the region.

"Choice One Engineering's decision to expand in Sidney sends a strong message about the future of our region," Barhorst said. "This investment will strengthen our local economy and create more opportunities for people to build their careers right here in Shelby County."

The project is expected to generate approximately $2.6 million in economic and community benefits, largely associated with creating 12 full-time positions. These improvements are expected to significantly reduce the building's energy use and operating costs, saving more than $109,000 annually in utility costs while reducing carbon emissions by more than 156,000 pounds each year and lowering pollutants that contribute to smog and respiratory problems.

"This is the kind of commonsense investment that strengthens our local economy," said State Senator Susan Manchester (R-Waynesfield). "It supports a growing Ohio employer, creates new jobs, and encourages continued private-sector investment in Shelby County."

This project was selected through OAQDA's Clean Air Improvement Program (CAIP), which helps remove financial barriers to projects that support economic development and community growth. By providing financing for energy-saving improvements, the program helps make new development and reinvestment possible while lowering energy use and creating long-term value for Ohio communities.
