Notification of white papers under Title II of MiCAR

In application of Article 8(1) of Regulation (EU) 2023/1114 (Markets in Crypto Assets Regulation, short MiCAR), offerors, persons seeking admission to trading or operators of trading platforms for crypto-assets other than asset-referenced tokens (ARTs) or e-money tokens (EMTs) notify, in case Luxembourg is the home Member State in accordance with Article 3(1)(33) of MiCAR, their crypto-asset white paper to the CSSF via the present portal.

As of 3 August 2026, the notification of white papers for crypto-assets other than asset reference tokens or e-money tokens to the CSSF, as competent authority of the home Member State, is available through the eDesk platform by filling in the dedicated procedure "White Paper Notification".

All information regarding eDesk authentication can be found on the eDesk homepage.

The procedure is available under the entity type "Offeror or person seeking admission" for offerors of crypto-assets other than ARTs or EMTs or persons seeking the admission to trading of such crypto-assets, for which Luxembourg is the home Member State.

All required fields are indicated in the white paper notification forms.

The CSSF highlights that white papers in iXBRL format must be compressed into a .zip-file to be uploaded to the eDesk procedure "White Paper Notification". The accepted format for the Explanation annex to be included in the notification in accordance with Article 8(4) of MiCAR is PDF.
