The Washington State Department of Natural Resources (DNR) has entered into a Direct Transfer agreement with the City of Pacific to transfer a parcel of state land to the city for conservation and a future park. The agreement, known as the Ellingson West Direct Transfer, is currently a residentially zoned property on DNR's list of Urban Transition lands. The Board of Natural Resources unanimously approved the transfer at its November 3rd, 2026 meeting.
"This is a great opportunity for DNR to partner with Pacific and fulfill a community need for a new park and create spaces for conservation. I'm glad to help the City of Pacific achieve these goals while also allowing DNR to generate more revenue for public schools," said Commissioner of Public Lands Dave Upthegrove.
The parcel is appraised at a market value of $840,000, which will fund replacement properties for DNR to support schools and local government operations.
DNR's Urban Transition lands are state land parcels currently being managed for natural resource production that have an opportunity for more efficient management or to obtain a higher economic return by the conversion of the land to another use. The agency works with local jurisdictions and reviews market data to determine which properties could support a higher, better use and increase value for the trust beneficiaries.
