The Housing and Neighborhood Development (HND) Department has published its Draft 2026-27 Annual Action Plan for 30 days of public review and comment.
The draft plan, posted at
KnoxvilleTN.gov/development under Draft Plans for Public Review, is a one-year update to the Five-Year Consolidated Plan and outlines proposed uses of federal funds for affordable housing, homelessness, and non-housing community development activities during the next fiscal year, beginning July 1, 2026. The draft includes feedback provided during a Jan. 13 public meeting, where staff presented the results of consultation with service providers and received input from attendees on funding priorities and gaps in services.
City staff will host a public meeting Tuesday, April 21, at 5:30 p.m. at the Public Works Service Center, 3131 Morris Ave., to discuss the draft plan. A link to join the meeting virtually via Microsoft Teams will be posted April 20 at
KnoxvilleTN.gov/development, under Draft Plans for Public Review.

City Council will review the Annual Action Plan at its April 28 meeting, and HND anticipates submitting the final plan to HUD by May 15, per federal guidelines.
