Bucco Bill Would Put Unexpected Revenue Back in Taxpayers' Pockets in 4-Point Affordability Plan

Senator Anthony Bucco (R-Morris, Passaic) announced his intention to introduce legislation establishing the "Unanticipated Revenue Fund" to give unexpected state revenue back to New Jersey taxpayers instead of letting Trenton spend it as part of his four-point plan to make New Jersey more affordable.

In early August, NJ Spotlight reported that July tax collections jump 9% in July.

"Unexpected revenue is not Trenton's money. It's not the Democrats' money. It is the taxpayers' money. When government collects more than it needs, that money should go back to the people as a form of tax relief," said Sen. Bucco. "It should certainly not be handed to bureaucrats to grow government or wasted on their politically connected friends."

According to a 2025 Pew report, at least nine states have "automatic refund" laws that require the state government to return a portion of excess revenue to taxpayers if a certain threshold is reached.

"New Jerseyans are struggling to keep up with the rising cost of living, but Trenton keeps finding ways to take, and spend, more of their hard-earned money. We cannot continue squeezing taxpayers and businesses and then treating every dollar the state collects above its estimate as a free-for-all for government to spend. It's a despicable way to operate government and outright disrespectful to the hardworking people of New Jersey."
