The Department of Natural Resources (DNR) is proposing to relinquish the State's entitlement land selection of the surface estate, including sand and gravel, while retaining oil, gas, and mineral interests on the following lands located between Gakona and Paxson:

* Approximately 160 acres, Section 1, Township 11 North, Range 2 West, Copper River Meridian, Alaska.
* Approximately 100 acres, Section 33, Township 22 South, Range 12 East, Fairbanks Meridian, Alaska.
* Approximately 160 acres, Section 25, Township 22 South, Range 11 East, Fairbanks Meridian, Alaska.

The locations of the parcels are also available from the Bureau of Land Management at their website (https://www.blm.gov/programs/lands-and-realty/regional-information/alaska/land-transfer/ak-native-allotment-act/alaska-native-vietnam-veterans-land-allotment) under the "Available Lands Map" Quick Links; this website is not maintained by the State of Alaska. The lands are not currently owned by the State, they are under Federal management and ownership. The purpose of relinquishment is to facilitate conveyance of Dingell Act allotment applications # AA-96389, AA-97571, and F-98165.

The 2019 John D. Dingell, Jr. Conservation, Management, and Recreation Act (Dingell Act) (Pub. L. 116-9) provides that eligible Alaska Native Vietnam Veterans may apply for allotments of up to 160 acres of land from vacant, unappropriated, and unreserved land that the State has selected pursuant to 6(b) of the Alaska Statehood Act, and that the State agrees to voluntarily relinquish. In accordance with the Act, the State is considering relinquishing the surface estate, including sand and gravel, previously identified.

Alaska Statute (AS) 38.05.035 allows for disposals of interests in state lands, and AS 38.05.945 provides procedures for notice of those disposals.

The public is invited to submit comments. If commenting on more than one proposed action, separate comments should be submitted for each. The comment period has been extended to allow additional time for comments. If you have already commented on these actions, you do not need to send the comment again. You are welcome to submit additional comments. The deadline for public comment is now 4:00 PM Alaska Standard Time, FRIDAY, FEBRUARY 13, 2026. Only persons from whom the Department of Natural Resources receives timely, written comment during the identified comment period will be eligible to file an appeal of the decision.
