Online Child Exploitation Investigation Leads to Arrest

PPB detectives arrested a 29-year-old Portland man following an investigation that began with a CyberTip. The suspect was booked on multiple child sexual abuse charges after detectives identified an active threat to a child in the community.

On April 15, 2026, Portland Police Bureau detectives arrested Justin M. Jespersen, 29, of Portland, and booked him into the Multnomah County Detention Center on 13 counts of Encouraging Child Sexual Abuse in the First Degree and 13 counts of Encouraging Child Sexual Abuse in the Second Degree.

The investigation began on March 30, 2026, when the Portland Police Bureau Internet Crimes Against Children (ICAC) Unit received a CyberTipline report indicating that Jespersen was distributing child sexual abuse material. Detectives conducted a follow-up investigation and identified Jespersen as the involved individual.

During the investigation, detectives developed information that Jespersen was actively planning to sexually abuse a young child in the community. Due to the immediacy of that threat, investigators took swift action and arrested Jespersen to prevent potential harm.

April is Child Abuse Awareness Month, which highlights the importance of protecting children and preventing abuse. Community members are encouraged to report suspected child abuse or exploitation. Reports of suspected online child exploitation can be made to the National Center for Missing and Exploited Children at 1-800-THE-LOST or the cybertip website.
