The Texas Real Estate Inspector Committee (TREIC) met October 19, 2026, to review draft changes to the Standards of Practice (SOP), discuss potential updates to inspector education requirements, and consider legislative recommendations for the 90th Texas Legislative Session.
The committee recommended advancing draft changes to the Standards of Practice in rules 535.227-535.233 and the Property Inspection Report to the Texas Real Estate Commission (TREC) for possible proposal at its November meeting.
The changes reflect recommendations from the Standards of Practice Subcommittee, including its review of recommendations from the Texas Regulatory Efficiency Office (TREO) and additional public comments. Committee members discussed several provisions, including language addressing sewer-scope inspections and evidence of leaking.
The committee also discussed changes to rule 535.220, Professional Conduct and Ethics, concerning inspectors' disclosure of certain property conditions. The revisions include clarifying language recommended by TREO regarding electronic written consent and the disclosure of inspection results.
The committee discussed potential topics for the next Inspector Legal and Ethics and Standards of Practice Review course, including report writing and proposed Standards of Practice changes.
As the agency prepares for the Texas Legislature to reconvene, the committee discussed potential legislative changes related to inspector regulation and consumer protection. Topics include exploring ways to address builder-imposed restrictions on inspections, revisiting the proposed qualifying education requirement for apprentice inspectors, and considering whether business phone numbers could be displayed on public inspector license records.
TREC staff will explore potential options and discuss them with the commission.
The recommended Standards of Practice and Property Inspection Report changes will proceed to TREC for consideration. If proposed, the changes will be open to public comment.
