Three Neighborhoods Selected to Participate in 2027 NCI Collaborative Inaugural Cohort

10/21/2026

Three neighborhood groups have been selected to participate in the 2027 cohort of the NCI Collaborative, a yearlong program that aligns City resources with neighborhood priorities by coordinating improvement projects identified and led by residents.

The three neighborhood groups selected to join the 2027 NCI Collaborative cohort are:

  • Dawson Neighborhood Association | District 3
  • South Haven Community Action Group | District 2
  • Regency Park Homeowners Association | District 7

Over the last several months, the NCI Collaborative received 11 applications from neighborhoods across Tulsa. The applications were reviewed by the Tulsa Planning Office and a task force of City of Tulsa representatives from Animal Services, Code Enforcement, Public Works, and the Tulsa Police Department.

Submissions were evaluated based on neighborhood organization, alignment between neighborhood needs and program capabilities, and past neighborhood participation in City programs and services. Neighborhood organization was evaluated through leadership capacity, meeting attendance, and the reach of their neighborhood communication channels.

The selected neighborhoods will participate in onboarding activities throughout the remainder of the year to prepare for monthly meetings that will take place from January through November 2027. Residents will identify three areas of focus and develop action plans outlining tasks for both neighborhood residents and City departments. Throughout the monthly meetings, residents will focus on tracking progress, addressing challenges, and ensuring the projects are completed within one year.

Potential areas of focus include addressing loose animals, improving property upkeep, reducing crime, slowing motor traffic, and enhancing walkability.

Background on NCI Collaborative
The NCI Collaborative spun out of the Neighborhood Conditions Index (NCI) Pilot Program, which was launched in February 2025 with three selected neighborhoods (Suburban Hills, Sequoyah, and Charles Page). Following the widespread success from those initial pilot neighborhoods, the City transitioned the framework into an annual initiative now known as the NCI Collaborative, which was announced in June.

Projects completed during the NCI Pilot Program included free spay and neuter services, neighborhood clean-up events, launching a Neighborhood Watch, and installing new traffic signs and speed humps.

A Broader Focus on Neighborhoods
To improve neighborhoods and opportunity for Tulsa's youth and families, the City of Tulsa has been increasingly intentional about neighborhood programming. Over the past several years, multiple programs have been implemented and redeveloped by the City's Planning & Neighborhoods Department to help improve neighborhood conditions citywide.

Additional City of Tulsa neighborhood programs offered by the City of Tulsa include:
• Neighborhood Conditions Index (NCI) Workshops | These one-hour workshops cover a neighborhood's NCI report, available materials and resources, and strategies for identifying priorities and next steps.
• Neighborhood Academy | These three-session workshops equips residents with tools and knowledge to make effective changes in their neighborhood.
• Neighborhood Connect | This new program assists neighborhood leaders and organizations in developing their community networks and planning events.
