Stafford County Government and Stafford County Public Schools are proud to announce that their Start on Success (SOS) student program has received a 2025 Virginia Association of Counties Achievement Award. The award recognizes the SOS program, which provides part-time government jobs to students with disabilities, helping them develop real-world skills and confidence. Stafford was one of 57 winners out of a record 155 applicants for the annual awards, which recognize excellence in local government programs.
"There is no worthier goal than helping our disabled students reach their full potential," said Chairman of the Board of Supervisors Deuntay Diggs. "I am very proud of all the staff from the schools and local government who coordinated this program, particularly the employees who mentored these students one-on-one. Most importantly, I am proud of the students who participated and showed how they can exceed expectations."
"Start on Success builds confidence, nurtures independence, and opens doors that have too often been closed to students with disabilities," said School Board Chair Maureen Siegmund. "The program gives students a space to shine, not just in theory but in practice-alongside mentors who support and believe in them. The real success of this program is not just in the award, but in the stories of students who discovered new skills, found a sense of purpose and left feeling prepared for what comes next. We are so proud of them and deeply grateful to our partners in county government who make these meaningful experiences possible."
In Stafford County, 21% of students in 2024 qualified as Students with Disabilities under either a 504 Plan or an IEP, underscoring the importance of tailored programs that prioritize inclusivity. These students often face barriers to accessing traditional career exploration experiences, such as internships and career fairs, which are geared toward the general student population.
To address this gap, the partners developed a program with placements that aligned with students' strengths and preferences. Each student was paired with a staff member responsible for providing direct, day-to-day guidance and support. Local government employees are uniquely suited for these roles, as they are service-oriented professionals accustomed to supporting diverse community needs. Students worked in various departments, including Utilities, the Animal Shelter, and more.
The program is small enough to manage the needs of students effectively. It is at the start of its third year, with nine students participating over the first two years. The Animal Shelter hired one student following his internship. Another gained graphic design professional portfolio pieces for her further education and career.
