Foreign Ministry Spokesperson Guo Jiakun’s Regular Press Conference on October 27, 2025

At the invitation of Saudi Arabia's Crown Prince and Prime Minister Mohammed bin Salman and Kuwait's Crown Prince Sheikh Sabah Al-Khaled Al-Sabah, Vice President Han Zheng will visit Saudi Arabia and Kuwait from October 28 to November 2. He will then attend the Second World Summit for Social Development in Qatar upon invitation from November 3 to 5. 

At the invitation of Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi, Kazakhstan's Minister of Foreign Affairs Yermek Kosherbayev will pay an official visit to China from October 27 to 28.

CCTV: Premier Li Qiang concluded his official visit to Singapore yesterday. Can you share more information about the visit? How does China view the significance of the visit?

Guo Jiakun: Premier Li Qiang paid a successful official visit to Singapore from October 25 to 26. During the visit, he met and had talks with Acting President Eddie Teo and Prime Minister Lawrence Wong, and attended the China-Singapore Business Roundtable together with Deputy Prime Minister Gan Kim Yong. The visit achieved fruitful outcomes and bears great significance to enriching and developing the China-Singapore all-round high-quality future-oriented partnership. 

The two sides are committed to all-round cooperation and deeper political mutual trust. This year marks the 35th anniversary of China-Singapore diplomatic relations. The two sides will follow the strategic guidance of the leaders, cherish the commitment made when establishing diplomatic ties, carry forward the traditional friendship, and deepen and add more substance to bilateral relations. Singapore reiterated its commitment to the one-China principle and firm opposition to "Taiwan independence." 

The two sides are committed to the characterization of developing high-quality partnership and mutual benefit. The two countries will work for more achievements in key cooperation projects, including the China-Singapore Suzhou Industrial Park and the China-Singapore Tianjin Eco-City. The two sides will improve and upgrade their cooperation from complementing production factors to joint innovation, from bilateral to tripartite cooperation, and from participating in global division of labor to jointly taking the lead in rules-making.

The two sides are committed to the "future-oriented" direction and greater synergy of strategies. Premier Li Qiang stressed that the recommendations for formulating the 15th Five-Year Plan, which was deliberated over and adopted at the fourth plenary session of the 20th CPC Central Committee, provide important opportunities for China-Singapore cooperation in the coming years. Singapore extended congratulations on the successful convening of the fourth plenary session and expressed the hope that the 15th Five-Year Plan will benefit the region and beyond. The two sides reiterated that they will uphold multilateralism and free trade and jointly work for greater development.

The development of China and Singapore creates important opportunities for each other. China stands ready to work with Singapore to uphold mutual respect, mutual trust and open cooperation, share development outcomes and create a better future while helping each other succeed, and make greater contribution to regional peace, stability and development.

China Daily: China announced that Vice President Han Zheng will visit Saudi Arabia and Kuwait and attend the Second World Summit for Social Development in Qatar. Could you share with us the background and the program of the visit, and China's expectation?

Guo Jiakun: Saudi Arabia is China's comprehensive strategic partner. Kuwait and Qatar are China's strategic partners. At the end of 2022, President Xi Jinping paid a state visit to Saudi Arabia and attended the first China-Gulf Cooperation Council Summit and the first China-Arab States Summit. Since then, China's relations with Saudi Arabia, Kuwait and Qatar have scored remarkable progress. China has cemented political mutual trust with the three countries. Practical cooperation has produced fruitful results in various fields. People-to-people and cultural exchanges have intensified. China has also had sound communication and coordination with the three countries in regional and international affairs. This trip is an important high-level interaction between China and countries in the Middle East. During the trip, Vice President Han Zheng will have in-depth exchange of views with relevant parties on bilateral relations and issues of mutual interest.

Vice President Han Zheng will also attend the Second World Summit for Social Development in Doha. Humanity is a community that shares one future, and social development bears on the common good of people worldwide. China actively supports Qatar in hosting the Second World Summit for Social Development. Together with the international community, we stand ready to inject fresh impetus to global social development and promote the building of a community with a shared future for humanity.

CCTV: We noted that the Foreign Ministry today held the Lanting Forum on Improving Global Governance to Build a Community with a Shared Future for Humanity. Can you brief us on that? What message does China want to convey through the event?

Guo Jiakun: On September 1 this year at the SCO Tianjin Summit, President Xi Jinping put forth the Global Governance Initiative (GGI). In less than two months, the GGI has received warm response from the international community and swift and clear support from more than 140 countries and international organizations. Many countries and international organizations expressed their readiness to work for new outcomes in reforming and building the global governance system through implementing the GGI.

Today's Lanting Forum on Improving Global Governance to Build a Community with a Shared Future for Humanity aims at exploring ways to improve global governance, effectively tackling global challenges, expanding consensus on solidarity and cooperation and pooling strength for implementing the GGI. The Forum gathered over 300 participants, including heads of international organizations, former political leaders, diplomatic envoys and representatives of international and regional organizations in China, renowned experts and scholars and media representatives, which fully demonstrates the impact and appeal of the GGI.

Foreign Minister Wang Yi attended the Lanting Forum and delivered a speech entitled "Implementing the Global Governance Initiative for a Community with a Shared Future for Humanity." He elaborated on the significance of the GGI and stressed that the initiative responds to the needs of the world and wishes of the people. Together with the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI), it promises much needed stability and provides certainty for this volatile world. The most unequivocal message from the GGI is a call for stronger solidarity. The GGI represents a most powerful statement of multilateralism. The most desired vision of the GGI is a future of fairness.

Foreign Minister Wang Yi stated that China is ready to work with all parties to put the GGI into action. We will engage consistently in equal consultation, listen to different views, and take useful advice with an open mind to build maximum consensus. We will base our creativity on past achievement, and make timely changes to reform and improve, rather than replace, the current international system. We will promote global governance reform with gradual and sustained effort to make it beneficial to the whole world. 

Foreign Minister Wang Yi shared the actions to be taken by China in implementing the GGI. He stressed that we should jointly uphold the authority and status of the U.N. to cement the foundation of global governance. We should work together to advance common development to enhance the efficacy of global governance. We should stand together to tackle pressing challenges and shore up the weak links in global governance. We should actively respond to the aspirations of the Global South and improve the global governance architecture. We should fully leverage the roles of diverse stakeholders and pool strength for global governance.

We stand ready to work with the international community, fully deliver the Global Governance Initiative, build a more just and equitable global governance system, and jointly usher in a brighter tomorrow for humanity. 

DPA: The German Federal Foreign Office said on Friday that German Foreign Minister Johann Wadephul postponed his visit to China. A spokesperson from the Office said aside from the meeting with the Chinese foreign minister, the Chinese side "could not confirm any other additional appointments." What is the comment of the Foreign Ministry?

Guo Jiakun: China always views and grows its relations with Germany from a strategic and long-term perspective. China and Germany are major countries and leading economies in the world, and cooperation is mutually beneficial. Under the current circumstances in particular, it is all the more vital for the two sides to uphold mutual respect, equality and win-win cooperation, and advance the bilateral relationship on the right track.

Bloomberg: China and the U.S. reached a framework trade agreement ahead of the expected meeting of the Chinese and U.S. presidents. Could you give any more details about that, particularly as regards purchases of soybeans as outlined by the U.S. Treasury Secretary Scott Bessent?

Guo Jiakun: On the China-U.S. economic and trade consultation, China has released a readout. During the consultation, under the guidance of the important common understandings between the two presidents, the two sides had candid, in-depth and constructive exchanges and consultation on important economic and trade issues of mutual interest, and reached basic consensus on the arrangements to address respective concerns. The two sides agreed to make further effort to work out the details and go through their respective domestic procedures for approval. For specifics, I'd refer you to competent authorities.

China Review News: China set October 25 as Commemoration Day of Taiwan's Restoration, which received a lot of attention from international media. Could you share with us more details? What's your comment on that?

Guo Jiakun: In 1945, the Chinese people, after 14 years of strenuous struggle with tremendous sacrifice, won the great victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. On October 25 that year, the ceremony to accept Japan's surrender in the Taiwan Province of the China war theater was held in Taipei, which put Taiwan and Penghu Islands back under China's sovereign jurisdiction. 

Taiwan's restoration is an important outcome of the victory of the Chinese People's War of Resistance Against Japanese Aggression, a piece of irrefutable evidence that China resumed exercise of sovereignty over Taiwan, a key part of the fact that Taiwan is part of China supported by both history and law, and the shared memory of all Chinese as a nation. 

It is in this context that as the nation marks the 80th anniversary of Taiwan's restoration, the Standing Committee of the National People's Congress decided to designate October 25 as the commemoration day of this historic occasion. The designation shows the firm stance of the Chinese people of all ethnic groups to uphold the one-China principle and defend national sovereignty and territorial integrity, the shared aspiration of Chinese sons and daughters at home and abroad, including our Taiwan compatriots, and the firm resolve of the Communist Party of China in pursuing the historic mission and realizing China's complete reunification.

The restoration of Taiwan is an important part of the outcomes of WWII victory and post-war international order. The one-China principle is a prevailing consensus in the international community and a basic norm in international relations. The creation of the commemoration day will greatly cement the international consensus that there is but one China in the world and Taiwan is an inalienable part of China's territory. We hope countries in the world will stay committed to the one-China principle, promote a correct historical perspective on World War II, firmly uphold the outcomes of the victory of World War II, and support the just cause of the Chinese people to oppose "Taiwan independence" separatist activities and achieve complete reunification.

Reuters: President Putin said on Sunday that Russia has successfully tested its nuclear-capable cruise missile and will move to deploy it. Does the Ministry have any comment on this development?

Guo Jiakun: We noted the reports.

Global Times: La República, a Uruguayan newspaper, in a recent article said that the perception forged by U.S. media and officials that China has become "an influential military actor in Latin America" seems overstated and is part of a discourse aimed at maintaining the U.S.'s geopolitical prominence. The article also stressed that the "China threat" narrative that creates an external challenge for the U.S. allows Washington to justify its role as guarantor of hemispheric security and maintain its traditional status in the region. What's China's comment? 

Guo Jiakun: The people of China and Latin America and the Caribbean love peace. China actively supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean. The China-LAC cooperation is always about giving each other support and never driven by geopolitical calculations, still less any military agenda.

The fact is clear in the eyes of the people of the LAC region. The false narratives picturing China as a "threat" can hardly convince anyone in the region. Who is hampering peace and stability in the LAC region through unilateral military operations? The answer is rather evident. We urge certain countries to respect facts, heed the call from regional countries and their peoples, and stop smearing and vilifying China-LAC relations, otherwise they would simply find themselves repelled and rejected by regional countries and their peoples.

Reuters: Philippine President Marcos said at the ASEAN-U.S. Summit today that he is "regrettable" that incidents including "dangerous manoeuvres and coercive use" of equipment continue to happen in the South China Sea, and these endangered Philippine personnel, vessels and aircraft. Does the Ministry have any remarks to this?

Guo Jiakun: The South China Sea is the common home of China and ASEAN countries and we need to jointly uphold peace and stability there. The Philippines' deliberate infringement and provocative activities at sea are the root cause leading to the current tensions. China will continue to firmly safeguard its sovereignty and rights and interests in accordance with the law, and in the meanwhile, stands ready to properly handle maritime disputes through dialogue and consultation with the Philippines, and work with ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC), move forward consultations on a code of conduct in the South China Sea, and jointly uphold peace and stability there. Relevant country should earnestly abide by the provisions of the DOC and stop its infringement, provocations and scare-mongering.

AFP: A follow-up on the trade talks between the United States and China in Malaysia, in addition to soybeans, among the details that U.S. Treasury Secretary Scott Bessent shared from the talks was that China would delay imposing rare earth export controls for a year in order to re-examine the policies. And he has also suggested that China may sign a final deal on TikTok. Does the Chinese side have any comment on this?

Guo Jiakun: We have answered questions on the China-U.S. economic and trade consultation just now. For anything specific, I'd refer you to competent authorities. On TikTok, China's position is consistent.

Bloomberg: We understand that China has not yet sent a congratulatory message to Japan's newly elected Prime Minister Sanae Takaichi. Do you plan to?

Guo Jiakun: We have answered this question more than once. China made proper arrangements according to diplomatic practices.

Hubei Media Group: October 25 marks the Anti-Sanctions Day established by the Southern African Development Community (SADC). Zimbabwe hosts events in celebration of the anniversary of the Day and calls for the unconditional removal of illegal and unjust sanctions imposed on the country by the West as soon as possible. What's China's comment?

Guo Jiakun: The 39th SADC Summit in 2019 named October 25 the Anti-Sanctions Day and called on the U.S. and individual Western countries and organizations to remove illegal sanctions on Zimbabwe. China supports Zimbabwe in hosting the commemorative events of the anniversary of the Day.

A few Western countries have illegally sanctioned Zimbabwe for decades. This typical act of hegemonism severely undermines Zimbabwe's national sovereignty, infringes on Zimbabwean people's right of development, disrupts the effort of Southern Africa to deepen cooperation and pursue common development, and harms international fairness and justice. China, as always, firmly supports Zimbabwe in opposing external interference and keeping to its own development path. China stands ready to work with African countries and the international community to help Zimbabwe defend its independence and sovereignty, uphold stability and achieve development. We once again urge the few countries and organizations to lift the illegal sanctions on Zimbabwe as soon as possible, and take responsible and concrete steps to help the country develop its economy and improve people's wellbeing. 

Reuters: It's a follow-up to the German foreign minister. Is Germany's postponement of its foreign minister's trip a sign of rising bilateral tensions between China and Germany?

Guo Jiakun: I have answered relevant question just now. China always views and grows its relations with Germany from a strategic and long-term perspective. Under the current circumstances, it is all the more vital for the two sides to uphold mutual respect, equality and win-win cooperation, and advance the bilateral relationship on the right track.

AFP: What is on the agenda for the potential meeting between the presidents of China and the U.S.? Trump has expressed optimism towards finalizing a trade deal. So I want to ask how is China viewing the meeting and its potential outcomes? Are you able to provide any details of the meeting?

Guo Jiakun: China and the U.S. are in close communication on a meeting between the two heads of state. If there is further update, we will release it in a timely way.

DPA: U.S. President Donald Trump said in Malaysia that Chinese leader will visit the U.S. next year. What is the comment of the Foreign Ministry? Can you confirm the visit?

Guo Jiakun: Heads-of-state diplomacy plays an irreplaceable role in providing strategic guidance for the China-U.S. relations. The Chinese and U.S. presidents maintain close communication and exchanges. As for the specifics you mentioned, we have no information to share at the moment.

Bloomberg: A U.S. military helicopter and a fighter jet crashed in the South China Sea in separate incidents within 30 minutes of each other. Does the Ministry have any comment on those events?

Guo Jiakun: We noted the media reports. China is willing to provide necessary assistance in a humanitarian spirit if requested by the U.S. side. I need to stress that the U.S. aircraft crashed while conducting military drills in the South China Sea. The U.S. has been flexing muscles by frequently sending military vessels and aircraft to the South China Sea. This is the root cause of security issues at sea and disruption to regional peace and stability.
