In December 2025, New Hampshire released its 2025 10-Year State Energy Strategy, a framework to guide policymakers and stakeholders in developing policies that make the state's energy system more affordable, sustainable, resilient, and innovative. The strategy is organized around these four pillars: affordability, sustainability, reliability, and innovation, which together categorize the state's key energy system challenges. The goal of the strategy is that, by embodying these four pillars, New Hampshire's energy system will promote business and consumer savings, job creation, economic growth, and environmental protection.
The 2025 Strategy builds upon New Hampshire's 2021 State Energy Strategy, reflecting changes in the energy landscape and advancements of technology over the past four years. It is divided into four sections: 1) an overview of the four energy policy pillars, 2) an explanation of how the regional energy market operates, 3) an overview of the state's electric generation infrastructure, including projections for new construction and retirements, and 4) a list of policy goals to advance each of the four pillars.
The New Hampshire Department of Energy (NHDOE) led the development of this strategy, incorporating feedback from several public comments. As directed by NH Rev Stat § 12-P:7-a (2025), NHDOE will update the strategy every three years.
