El Dorado Irrigation District Provides Update on Financial and Transparency Efforts

The El Dorado Irrigation District continues to make significant progress in strengthening its financial systems and long-range planning. These efforts reflect the District's ongoing commitment to sound fiscal management and transparency to better serve its customers.

In April 2025, the El Dorado County Civil Grand Jury issued a report on the District's financial practices. The District prepared formal responses that met all Grand Jury standards and presented them to the Board and public on June 23, 2025. While the Grand Jury's review did not identify any malfeasance, the District has since taken additional steps to strengthen its controls and operations and continues to identify opportunities for improvement.

As part of this ongoing progress, the District partnered with the Government Finance Officers Association (GFOA) to conduct a comprehensive review of financial management and reporting processes. This collaboration supports the implementation of a new Enterprise Resource Planning (ERP) system designed to improve financial, accounting, and operational functions.

At the same time, General Manager Vandeyar is overseeing the development of a 30-year capital and asset management plan to strengthen long-range financial planning and support the sustainability of future infrastructure investments. The District has also launched a dedicated transparency page on its website, consolidating financial documents, reports, and other public resources in one location to make it easier for the community to access and stay informed about District operations.

To further strengthen financial oversight, in July 2025, the District appointed a new Finance Director with more than two decades of experience in municipal fiscal management. The District also reorganized its Finance Department structure to separate the roles of Finance Manager and Accounting Supervisor, ensuring effective oversight and separation of duties.

The 2024 Annual Comprehensive Financial Report (ACFR), approved by the Board on August 25, 2025, incorporated auditor recommendations, including the restatement of 2023 pension-related amounts. The District also elected to include the auditor's internal control report in future ACFRs as an added measure of transparency and communication with the public.

Reinforcing its transparency efforts, the District prepared and the Board approved its first standalone Facilities Capacity Charge (FCC) annual report during a public meeting on June 23, 2025, and a revised report on August 25, 2025, which remains available on the District's website. This report will continue to be updated annually.

Through collaboration with GFOA, adoption of new technology, and a continued focus on financial best practices, the District is working to strengthen its long-term financial position and ensure continued safe and reliable service for the community. These efforts support efficiency, reinforce internal controls, and promote transparency across all financial operations.
