Governor Whitmer Makes Appointments to Boards and Commissions

LANSING, Mich. - Today, Governor Gretchen Whitmer announced appointments to the following boards and commissions: State Land Bank Authority Board of Directors; Michigan Arts and Culture Council; Michigan Interagency Council on Homelessness; Michigan Community Corrections Board; Health Information Technology Commission; Michigan Board of Occupational Therapists; Manufactured Housing Commission; Michigan Task Force on Physician's Assistants; and Residential Builders' and Maintenance and Alteration Contractors' Board.

State Land Bank Authority Board of Directors

Kylee Mitchell Wells, of Southfield, is the executive director for Southeast Michigan at Ballmer Group. Wells also serves on the Huntington National Bank Southeast Michigan advisory board, CultureSource Board of Directors, Compensation Advisory Organization of Michigan Board of Directors. Wells holds a Bachelor of Business Administration from Davenport University and a Master of Public Administration from Baruch College. Kylee Mitchell Wells is reappointed for a term commencing August 6, 2026, and expiring July 31, 2030.

The State Land Bank Authority works to create a positive economic impact on Michigan communities by recycling land to productive use. They work in a coordinated manner to foster the development of property to promote and support land bank operations at the county and local levels.

Michigan Arts and Culture Council

Kelly Stuible-Clark, of Lansing, is the senior education manager at the Wharton Center for the Performing Arts. Stuible-Clark is also an adjunct professor of voice and director of the Concert Choir and the Vocal Jazz and Pop Ensemble at Lansing Community College, and an instructor at Karyn's Dance Place. Stuible-Clark is a past member of Lansing Arts and Culture Commission and holds a Bachelor of Science in vocal music performance from Central Michigan University, a Master of Music in opera and musical theater performance from Southern Illinois University Carbondale, and a graduate certificate in arts and cultural management and museum studies from Michigan State University. Kelly Stuible-Clark will be appointed for a term commencing September 2, 2026, and expiring September 1, 2029. Stuible-Clark will succeed Alanna Maguire, whose term will have expired.

The Michigan Arts and Culture Council serves to encourage, develop, and facilitate an enriched environment of creative and cultural activity in Michigan. The Council envisions a Michigan where every citizen celebrates the state's cultural treasures and arts, and cultural experiences are accessible to all its citizens.

Michigan Interagency Council on Homelessness

Shiloh Wroe, of Manistee, is the executive director of the City of Manistee Housing Commission. Wroe previously held the position of chief operating officer and vice president of Summit Real Estate Management. Wroe holds an associate degree in general science and general arts from the College of Southern Nevada and a Bachelor of Arts in communications from Thomas Edison State University. Shiloh Wroe is appointed as a member of the general public for a term commencing August 6, 2026, and expiring January 30, 2030. Wroe succeeds Erica Patton, whose term has expired.

The Michigan Interagency Council on Homelessness was designed to develop, adopt and update a 10-year plan to end homelessness. The 10-year plan includes evidence-based improvements to programs and policies that will ensure services and housing are provided in an efficient, cost-effective, and productive manner. The plan is also coordinated with and tailored to the Federal Strategic Plan, "Opening Doors," to meet the needs of this state's homeless population.

Michigan Community Corrections Board

John Piggott, of South Lyon, is chief of police at the Farmington Hills Police Department. Chief Piggott holds an associate's degree in criminal justice from Oakland University, a Bachelor of Arts in criminal justice and psychology from Grand Valley State University, and a Master of Science in business administration from Madonna University. John Piggott is appointed as a city chief of police for a term commencing August 6, 2026, and expiring March 31, 2027. Piggott succeeds Eric Winstrom, who has resigned.

The Michigan Community Corrections Board serves in an advisory capacity to the Director of the Michigan Department of Corrections. It is charged with approving many components of community corrections programs, including goals, eligibility criteria, program guidelines, program standards and policies, the application process, procedures for funding, and criteria for evaluation.

Health Information Technology Commission

Chris Bailey, of East Grand Rapids, is the founder and chief executive officer of Care Convene and Tandem. Bailey holds a Bachelor of Arts in history, biology, and German language from the University of Michigan and a Master of Business Administration from Michigan State University. Chris Bailey is appointed as a member representing the health information technology field for a term commencing August 12, 2026, and expiring August 3, 2030. Bailey succeeds Lee Marana, whose term has expired.

Maya Cleaver, of Farmington Hills, is a senior director of health care value operations and execution excellence at Blue Cross Blue Shield of Michigan. Cleaver holds a Bachelor of Business Administration from Eastern Michigan University and a Master of Business Administration from Wayne State University. Maya Cleaver is appointed as a member representing a nonprofit health care corporation operating pursuant to the nonprofit health care corporation reform act for a term commencing August 12, 2026, and expiring August 3, 2030. Cleaver succeeds Kaitlynn Lamie, whose term has expired.

Todd Belding, of DeWitt, is the associate chief pharmacy officer at University of Michigan Health. Belding holds a Bachelor of Science in pharmacy from Ferris State University, a Master of Business Administration from Western Governors University, and a Doctor of Pharmacy from the University of Florida. Todd Belding is reappointed as a pharmacist for a term commencing August 12, 2026, and expiring August 3, 2030.

Kaitlynn Lamie, of East Lansing, is the president and chief executive officer of the Michigan Association of United Ways. Lamie holds a Bachelor of Arts in international relations, social relations, and policy from Michigan State University. Kaitlynn Lamie is appointed as a purchaser or employer for a term commencing August 12, 2026, and expiring August 3, 2030. Lamie succeeds Jessica Robinson, whose term has expired.

The Michigan Health Information Technology (HIT) Commission's mission is to facilitate and promote the design, implementation, operation, and maintenance of an interoperable health care information infrastructure in Michigan.

Michigan Board of Occupational Therapists

Mishka Sajjadi, of Rochester, is an occupational therapist at Neuroplastic Rehabilitation. Sajjadi holds a Bachelor of Arts in psychology from the University of Michigan and a Master of Occupational Therapy from Eastern Michigan University. Mishka Sajjadi is appointed as an occupational therapist for a term commencing August 6, 2026, and expiring December 31, 2029. Sajjadi succeeds Matthew Swan, whose term has expired.

The Michigan Board of Occupational Therapists works with the Department of Licensing and Regulatory Affairs to promulgate rules for licensing occupational therapists and ascertaining minimal entry level competency of occupational therapists and occupational therapy assistants. The Public Health Code mandates certain responsibilities and duties for a health professional licensing board. Underlying all duties is the responsibility of the Board to promote and protect the public's health, safety, and welfare.

Manufactured Housing Commission

Linda Grossman, of Sterling Heights, is the owner of Personal Touch Dog Grooming. Grossman attended Oakland Community College and the Elsa Cooper Institute of Court Reporting. Grossman is appointed as a resident of a manufactured housing park for a term commencing August 6, 2026, and expiring May 9, 2030.

The Manufactured Housing Commission is responsible for establishing uniform policy relating to all phases of manufactured housing, business, manufactured housing parks, and seasonal manufactured housing parks. The Commission has the legal authority to approve local governmental ordinances which would regulate manufactured housing, grant variances to the Manufactured Housing Commission Rules, approve licenses for manufactured home installer/servicers and retailers, and impose penalties on persons who have violated the Mobile Home Commission Act or Rules. The additional seat for manufactured home park residents on the Commission was added in Executive Order 2024-5.

Michigan Task Force on Physician's Assistants

Sarah Fifer, of Kingsley, is a physician assistant at Corewell Health. Fifer holds a Bachelor of Science in health professions from Grand Valley State University, a Master of Science in physician assistant studies from Rush University, and a Master of Business Administration from Davenport University. Sarah Fifer will be appointed as a physician assistant for a term commencing January 1, 2027, and expiring December 31, 2030. Fifer succeeds Adam Siddiqui, whose term will expire.

The Michigan Task Force on Physician's Assistants works with the Department of Licensing and Regulatory affairs to oversee the practice of physician's assistants in this state. The Public Health Code mandates certain responsibilities and duties for a health professional licensing board. Underlying all duties is the responsibility of the Board to promote and protect the public's health, safety, and welfare.

Residential Builders' and Maintenance and Alteration Contractors' Board

John Tisdale, of Potterville, is the owner of Tisdale Group. John Tisdale is appointed as a maintenance and alteration contractor for a term commencing August 6, 2026, and expiring March 31, 2028. Tisdale succeeds Hassan Zayat, whose term has expired.

The Michigan Residential Builders' and Maintenance and Alteration Contractors' Board was created to license and regulate persons engaged in the construction of a residential structure or combination residential and commercial structure, or persons who undertake the repair, alteration, addition, subtraction, or improvement of a residential structure or combination residential and commercial structure for compensation other than wages for personal labor.
