NDFB Supports Constitutional Measure 1

Bismarck, N.D. - North Dakota Farm Bureau (NDFB) endorses Constitutional Measure 1 on the Nov. 3 general election ballot. If approved, the measure would require proposed amendments to the North Dakota Constitution to receive at least 60 percent of the vote, whether they are initiated by citizens or referred by the Legislative Assembly. Changes to state law would continue to require a simple majority.

NDFB policy is set by its members. Since 2021, they have adopted and reaffirmed policy calling for a higher threshold to amend the state constitution, and Measure 1 would establish that requirement.

"This is what our members have asked for," said NDFB President Val Wagner. "Our constitution is the foundation of North Dakota's government, and changes to it should reflect broad, lasting consensus among the people of this state. Measure 1 keeps the initiative process open to every North Dakotan. It simply asks that a constitutional amendment earn support from a clear majority of voters, not a narrow margin in a single low-turnout election."

"Out-of-state groups can bring resources to a North Dakota ballot campaign that local organizations simply can't match," Wagner said. "Our members and rural communities have seen campaigns that don't reflect their values, and they often lack the means to respond. Policy belongs in statute, where it can be debated and adjusted. Measure 1 helps ensure that changes to our constitution have broad support from North Dakota voters before they're adopted."

NDFB encourages all members and eligible voters to participate in the Nov. 3 general election and to vote yes on Constitutional Measure 1.
