Denver City Council Provides Direction to Strengthen 2026 Budget

DENVER - October 10, 2025 - The Denver City Council has formally submitted its recommendations on Mayor Mike Johnston's proposed 2026 budget, exercising its Charter authority to review and approve the City's annual budget. This process is a critical responsibility for Council, ensuring public dollars are spent responsibly, transparently, and in alignment with community priorities. Following hearings the week of September 22, the Council's recommendations offer targeted adjustments to strengthen essential city services and promote long-term financial stability amid a $200 million budget shortfall. Every Council member takes this responsibility seriously, working together to ensure the budget reflects both fiscal reality and community priorities. The process is focused on accountability, transparency, and doing what's right for Denver residents.

"City Council is not simply an advisory body in this process - under the City Charter, we are the authority responsible for reviewing, proposing amendments to, and ultimately approving the budget," said Council President Amanda P. Sandoval. "Facing a $200 million shortfall, we must ensure fiscal responsibility while meeting the needs of Denver residents. These recommendations reflect careful oversight, collaborative decision-making, and a commitment to accountability in how taxpayer dollars are spent."

"Throughout the budget hearings and workshops, there has been thoughtful deliberation on how to prioritize the most impactful amendments within the constraints of the City's current fiscal challenges," said Council Pro Tem Diana Romero Campbell. "The City Council remains committed to working collaboratively with the mayor to ensure Denver has a budget that is balanced and reflective of our priorities as a city."

Each year, the City Council reviews the mayor's proposed budget, conducts public hearings, and submits recommendations before final approval. This process ensures checks and balances in how Denver allocates its resources and delivers essential services.

Next Steps in the Budget Process

On or before October 20 - Mayor Johnston must release his final proposed 2026 budget as required by the City Charter.

October 27 - The City Council will hold a public hearing on the budget. Residents can share input by submitting written testimony or signing up to speak in person or via Zoom. (Sign-up begins Thursday, October 23, at 5:00 p.m. and closes Monday, October 27, at 3:00 p.m.)

November 3 - Final day for Council to propose and vote on amendments.

On or before November 7 (noon) - The mayor must accept or veto Council-approved amendments.

November 10 - Council will consider any veto overrides (nine votes required) and adopt the final 2026 budget.
