Enterprise Community Partners today announces the launch of the State Leaders Land Use Forum, a new national initiative designed to help states accelerate housing supply, modernize land use policies, and expand housing affordability.
Supported by Ballmer Group, the Forum will convene senior state policymakers, agency leaders, legislative officials, and implementation partners in a trusted, nonpartisan environment focused on practical solutions to one of the nation's most pressing challenges: the shortage of affordable and attainable housing.
The Forum is built on a simple premise: states are playing an increasingly influential role in shaping housing policy. Through peer exchange, technical assistance, research, and strategic collaboration, participating leaders will share lessons learned, identify promising practices, and advance reforms that create more housing opportunities for people at all income levels.
"Across the country, states are emerging as critical leaders in addressing the housing shortage and creating pathways to affordability," said Pat Cave, Senior Vice President of Policy at Enterprise Community Partners. "The State Leaders Land Use Forum creates a unique opportunity for policymakers to learn from one another, share practical strategies, and advance reforms that can unlock housing production at scale. By helping states and localities turn good ideas into effective policy, we're building the foundation needed to realize the promise of the bipartisan Road to Housing legislation and expand housing opportunity for more."
The inaugural state cohort composing the Forum includes:
Arkansas, California, Colorado, Hawaii, Illinois, Kentucky, Maine, Massachusetts, Nebraska, and Rhode Island.
Together, these states represent a diverse mix of political leadership, geographic conditions, and housing markets united by a common commitment to addressing housing supply challenges and expanding affordability.
Over the coming years, participants will engage in peer learning, access Enterprise research and policy tools, receive targeted advisory support, and help shape a growing network of state leaders working to remove barriers to housing production and create more inclusive communities.
By bringing together leaders from across the country, the State Leaders Land Use Forum aims to identify practical, scalable solutions that can strengthen housing outcomes in urban, suburban, rural, and island communities alike.
