Josephine County, OR - The Josephine County Board of Commissioners held multiple meetings this week addressing land use, economic development, infrastructure, personnel matters, and regional coordination.
The week began with a continued Land Use Hearing regarding an appeal of a Planning Director's decision related to county road standards for a proposed property partition. After receiving additional testimony from staff, the applicant, and the public, and following deliberation, the Board voted to approve the appeal, allowing the modification to move forward.
During the April 28 Administration Workshop, the Board approved several operational and staffing actions, including a personnel requisition for the District Attorney's Office and the appointment of a new member to the Josephine County Fair Board. The Board also addressed airport project updates, including a change order related to construction conditions and direction to pursue a short-term extension of a state planning grant pending federal environmental review. Additional approvals included a transit agreement with Rogue Community College and an annual communications service contract. The Board also provided directions on economic development funding allocations and next steps for a proposed Illinois Valley Business Hub initiative.
Also on April 28, Commissioners participated in a KAJO radio interview to provide updates to the public on current County business and initiatives.
The Board met jointly with the City of Grants Pass for a City/County Monthly Update, where officials discussed opportunities for collaboration on property use, economic development, housing, and long-term infrastructure planning. Topics included potential joint development projects, coordination on department relocations, housing supply challenges, and shared planning efforts such as a potential downtown parking structure and future school sites. Both entities identified opportunities for continued coordination and data sharing moving forward.
On April 29, the Board convened for its Weekly Business Session, where Commissioners approved the consent calendar, including prior meeting minutes, and issued a proclamation recognizing May 3, 2026, as Sanctity of Human Life and Respect for Life Day. The Board also received public comments and addressed clarifications related to prior public statements.
Later that day, the Board held a General Discussion with the Applegate Partnership and Watershed Council, receiving an annual report and updates on watershed restoration, wildfire mitigation efforts, and regional environmental projects. Discussion focused on long-term funding needs, community involvement, and strategies to reduce wildfire risk through coordinated land management efforts.
On April 30, the Board convened as the governing body of the 4-H/Extension Service District for a budget workshop. Presentations outlined program structure, funding sources, staffing models, and facility needs. After discussion, the Board expressed support for a phased approach to rebuilding local programming using a more conservative staffing model, with directions for staff to prepare a proposed budget based on that approach for further consideration.
During the April 30 Legal Counsel Update, the Board reviewed a series of administrative and personnel policy revisions, including contract authority, advisory bodies, and personnel procedures. The Board approved engagement of outside legal counsel for employment-related matters and authorized completion of services with a prior legal firm. The Board also discussed property-related matters and facilities planning. The Board met in executive session to receive updates on legal and personnel matters and provided directions to staff consistent with those discussions.
The Board also held executive and open sessions during the week regarding personnel matters related to the Airports Manager position. In open session, the Board discussed next procedural steps and directed staff accordingly following executive session review.
In addition to scheduled meetings, Commissioners participated in a variety of community and intergovernmental engagements throughout the week, including coordination meetings, workshops, and public outreach activities.
The Board remains focused on supporting responsible growth, strengthening public services, and maintaining transparent and accountable governance for Josephine County residents.
