CSPD is seeking potential additional victims in sexual Assault of a Child Investigation
On July 7, 2026, the Colorado Springs Police Department (CSPD) initiated an investigation into a reported sexual assault of two male juveniles by their foster parent, 35-year-old Enrique "Rico" Houghton. The investigation revealed Mr. Houghton engaged in sexual contact with at least two male juveniles who were under his care.
Continued investigation by detectives with the Crimes Against Children Unit revealed Mr. Houghton was a foster parent to numerous children over the past 5 years. Additionally, he has worked in positions of trust primarily with youth males needing supervision in the Pikes Peak region. The investigation resulted in the arrest of Mr. Houghton on September 10, 2026, for two counts of sexual assault on a child by one in a position of trust.
CSPD has reason to believe there could be additional victims and requests that anyone with information contact CSPD at 719-444-7000.
