WASHINGTON, D.C. - Today, Representative John McGuire (VA-05) introduced the Maternal Access to Treatment Act of 2026 or theMAT Act of 2026 to ensure incarcerated pregnant women struggling with substance abuse have the resources they need to recover.
"Life is a miracle and must be protected," said Rep. John McGuire (VA-05). "My commitment to safeguarding life includes ensuring the health of both the mother and child. It is imperative incarcerated pregnant women suffering from addiction receive the resources they need to recover. Doing so not only creates a second chance for the mother but protects the child from an unhealthy environment as they grow in the womb. Pregnant women in jail addicted to drugs are vulnerable and more likely to be victims of human trafficking, rape, and other violence. They are the least likely members of society to get back on their feet and have a normal life. My Maternal Access to Treatment Act of 2026, takes steps to ensure mom and baby have a chance at a better future."
