The suspect in the tactical incident in Northwest Portland has been identified.

The suspect in the tactical incident in Northwest Portland on Wednesday, August 27, 2025, has been identified as Victor Palmer-Regen, 38, of Portland. After receiving care at a local hospital, the suspect was transported to the Multnomah County Detention Center and booked on the following charges: Assault in the Second Degree (two counts), Unlawful Use of a Weapon (two counts), and Criminal Mischief in the First Degree.

Detectives have learned the victims in this case are expected to survive their injuries.

Tactical Incident in Northwest Portland Concludes

On Wednesday, August 27, 2025, at approximately 9:00 a.m., Central Precinct officers responded to reports of a disturbance in the area of Northwest 18th Avenue and Northwest Johnson Street. When they arrived, officers found two people who had been stabbed. They were transported to an area hospital. One of them has serious injuries. The suspect fled to a residence, believed to be his, in the area of Northwest 18th Avenue and Northwest Glisan Street. At one point, he emerged from the home, but he did not comply with officers and retreated back inside. At approximately 10:30 a.m., after area residents were notified to shelter in place, PPB's Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) responded to the scene in an effort to bring the suspect into custody safely. Over the course of the next several hours, SERT and CNT worked methodically, using a variety of tactics, in an effort to get the suspect into custody. At approximately 1:50 p.m., after the door of his residence was breached, the suspect exited and was taken into custody without force. His identity will be released when he is processed and booked into jail.
