OMC Announces Implementation of the Social Equity Financial Assistance (SEFA) Grant Program

Dover, DE - The Delaware Office of the Marijuana Commissioner (OMC) today announced the implementation of the Social Equity Financial Assistance (SEFA) Grant Program. This initiative reflects the State of Delaware's commitment to advancing equitable participation in the adult-use marijuana industry by providing direct financial support to eligible social equity licensees.

The SEFA Grant Program is designed to reduce structural barriers to entry that have historically limited opportunities for individuals and communities disproportionately impacted by prior marijuana laws. Through milestone-based grant funding, approved licensees will receive support for critical business needs, including facility build-out, equipment acquisition, and other essential start-up expenditures.

"By launching the SEFA Grant Program, Delaware is taking a significant step toward ensuring that the state's adult-use marijuana industry develops in a manner that is inclusive, diverse, and sustainable," said Commissioner Joshua Sanderlin. "This program is an essential component of our broader effort to build a regulated market that both protects public health and promotes equitable economic opportunity."

Program Overview:

  • Eligibility is limited to approved social equity marijuana licensees in Delaware.
  • Funding amounts vary by license type.
  • Grants will be disbursed in phases as operational milestones are achieved.
  • Funds are restricted to approved business expenses and subject to oversight.

The initial distribution of SEFA Grant funding is scheduled to commence in the coming weeks as qualifying licensees reach designated operational milestones.

The launch of the SEFA Grant Program was supported by strong interagency collaboration. Delaware's Department of Technology and Information (DTI) played a key role in deploying the OMC Licensing application ahead of schedule, with guidance and coordination across participating state agencies.
