The State Corporation Commission (SCC) has scheduled public hearings on a proposal by Dominion Energy to build electric transmission facilities in eastern Loudoun that include the 500- and 230-kilovolt Golden to Mars transmission lines and the 230-kilovolt Lockridge and Sojourner loops.
Loudoun County filed a notice of participation in Dominion Energy's application to the SCC, which allows the county to join the case and to provide input and testimony on the proposed power project during the SCC's review. Loudoun County encourages members of the community who wish to provide input on the project to participate in the public process.
Public Hearings in Loudoun
The SCC is holding two public hearings on the application in Loudoun in September:
Anyone who wishes to testify as a public witness should arrive at least 15 minutes prior to the hearing and register with the SCC's bailiff. Witness statements will be limited to five minutes in length.
Public Hearing by Telephone
The SCC will also hold a public witness hearing by telephone, beginning at 10:00 a.m. on Monday, December 15, 2025. Pre-registration is required. The deadline to register is 5:00 p.m., Tuesday, December 9, 2025. Pre-registration may be accomplished in one of two ways:

Written comments will be accepted through the SCC's website until 5:00 p.m., December 9, 2025.
Comments can also be submitted by U.S. mail to the Clerk of the State Corporation Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments must refer to case number PUR-2025-00056.
