The California Department of Water Resources (DWR) prepared an Initial Study and Mitigated Negative Declaration (IS/MND) in accordance with the California Environmental Quality Act (CEQA) to evaluate the environmental impacts of the proposed Butte Slough Outfall Gates Repair Project. The project is located at the mouth of the Butte Slough to the Sacramento River approximately 5miles downstream from the town of Colusa in both Sutter and Colusa counties.
The purpose of the project is to conduct maintenance repairs including installing supplemental outlet headwall support, replacing the existing inlet catwalk, repairing the inlet slide gates, installing a new facility control building and installing water flow/condition monitoring equipment. These maintenance repairs would address both short-term flood safety goals and contribute to the longer -term objective of extending the functional life of the facility.
The Draft IS/MND was submitted to the State Clearinghouse ([SCH] No. 2024061069) for public review from June 25, 2024, to July 25, 2025. DWR received two comment letters, one from the California Department of Fish and Wildlife and one from the Regional Water Quality Control Board. DWR revised the IS/MND based on CDFW's comments. DWR adopted the IS/MND and the Mitigation Monitoring and Reporting Program (MMRP), approved the project, and executed the Notice of Determination (NOD) on February 21, 2025. DWR filed the NOD with the State Clearinghouse on February 21, 2025.
