County of San Mateo Commits Over $41 Million to Advance Affordable Housing Projects

Redwood City - Continuing its strong commitment to addressing the region's housing affordability crisis, the San Mateo County Board of Supervisors this week approved more than $41 million in new funding commitments to support the construction of nine affordable housing developments through the Affordable Housing Fund 13.0 (AHF).

At their Oct. 7, 2025, meeting, the Board authorized a total of $41,146,469.75 in funding awards for a slate of affordable housing projects across the county. The funds support the creation of 636 new affordable homes across eight cities and communities - including Belmont, Daly City, Half Moon Bay, Menlo Park, East Palo Alto, South San Francisco, Moss Beach and North Fair Oaks - targeting low-income families, seniors, people experiencing homelessness, farmworkers, first time homeowners and individuals with disabilities. The chosen projects were selected through a competitive process following the release of the Department of Housing's Notice of Funding Availability (NOFA) in June 2025.

"This is a major step forward in our work to ensure that San Mateo County remains a place where all people - regardless of income - can live, work and thrive," said Department of Housing Director Ray Hodges."These funds will help get shovels in the ground and directly result in new homes for low-income families, seniors, individuals with disabilities, and residents experiencing homelessness."

Since its inception in 2013, the County's Affordable Housing Fund has been a cornerstone of its housing strategy, allocating more than $305 million in the previous 12 rounds. These investments have contributed to the development or rehabilitation of approximately 4,939 affordable units countywide - including 2,875 completed and occupied homes, 899 under constructionand 1,165 in predevelopment.

This week's funding allocation is one of the largest in the program's history.

"This is a vital investment in the future of San Mateo County and reinforces our commitment that everyone should have access to safe, stable and affordable housing," said Board President David Canepa.

The mix of funding for the projects is largely from more than $37 million of Measure K revenue, the voter-approved half-cent sales tax, but also includes money from the state, the Mental Health Services Act and Homeless Housing Assistance and Prevention Funds. Every $1 of Measure K money leverages $16.6 of private, local, state and federal affordable housing resources.
