At its May 15, 2026, meeting, the Texas Appraiser Licensing and Certification Board (TALCB) provided updates on the ongoing stabilization of the Real Estate and Appraiser License Management (REALM) Portal, discussed industry developments affecting appraiser qualifications, and considered potential adjustments to its mentor program.
Since January, TALCB and Texas Real Estate Commission (TREC) staff have closed roughly 100 critical and high-priority technical tickets. The agency is increasingly reducing manual processes and shifting toward automated workflows as originally intended in the system design.
With most major stabilization work nearing completion, TREC-TALCB expects to transition from implementation to a maintenance phase in the coming weeks. This shift will allow the agency to focus on incremental improvements and user experience enhancements over the long term.
A recent white paper published by the Appraiser Qualifications Board (AQB) examined whether qualifying education and examination could potentially replace the experience requirement for appraisers. However, it ultimately concluded that practical experience remains necessary to ensure readiness for professional practice.
The paper is expected to inform an upcoming AQB exposure draft that may propose changes to existing qualification standards.
The Board discussed potential revisions to qualifications for serving as a TALCB mentor.
Mentors are experienced appraisers who work one-on-one with individuals required to complete remedial education or corrective action following complaints or rule violations. They serve two-year terms and are intended to support professional improvement and long-term competency within the appraisal community. This program has also served as a model for similar initiatives in other states.

Board members discussed possible adjustments, including evaluating mentor performance every two years and reconsidering the requirement tied to professional designations, with some members expressing concern that it could exclude otherwise qualified candidates. The discussion was referred to the Executive Committee.
