IDB’s New Access to Information Policy Takes Effect September 1, 2025

The Inter-American Development Bank (IDB) is pleased to announce that its new Access to Information Policy took effect on September 1, 2025.

This updated policy reflects the IDB's commitment to greater transparency, accountability, and stakeholder engagement, aligning with international best practices. Key improvements include:

  • Recognition of access to information as a fundamental human right.
  • Maximum access to information with presumption of disclosure
  • Introduction of harm test mechanism for determining confidentiality levels (full or partial)
  • Clear and delimited exceptions with specific criteria

The new policy reinforces the IDB's position as a leader in access to information. The bank in 2024 ranked second among 50 major development agencies in the Aid Transparency Index, which is compiled by the non-profit organization Publish What You Fund.

Supported by guidelines that were developed in consultation with civil society and other stakeholders, the new policy reflects the IDB's commitment to transparency and accountability to the countries and the communities it serves.
