NTCA Urges FCC to Improve USAC Oversight and Audit Processes

(September 30) In comments filed with the FCC, NTCA recommended reforms to improve the transparency, consistency and efficiency of Universal Service Administrative Company (USAC) operations, including publishing written appeal decisions, conducting periodic reviews and establishing deadlines for audits. NTCA also urged the commission to adopt materiality thresholds and protections for entities subject to statistical sampling, opposed expanding a pay-and-dispute model across all universal service programs and recommended annual training for USAC staff and third-party auditors.
