Kelly Introduces Bill to Block Unauthorized Funding for Trump’s “Board of Peace”

Today, Senator Mark Kelly (D-AZ) introduced the Prohibiting Expenditures for an Accountability-Circumventing Entity (PEACE) Act to prohibit federal funding for the Board of Peace-an unaccountable international organization with President Trump as chairman that he is using to funnel over a billion dollars in American taxpayer money with no congressional oversight, treaty, or guardrails.

The Trump administration designated the Board of Peace as a public international organization in January 2026 and has since transferred $1.25 billion in federal funds meant for international disaster relief and peacekeeping operations-without congressional authorization or appropriation.

Unlike every other international organization the United States funds, U.S. participation in the Board of Peace was established by neither treaty nor act of Congress, meaning that it is not accountable to the American people.

"Trump is taking over a billion taxpayer dollars meant for disaster relief and peacekeeping- things that actually make Americans safer-and using it for his vanity project with no accountability," said Kelly. "There needs to be a real peace and rebuilding effort in Gaza that works for the civilians who live there and prevents further conflict that threatens our national security."

Background:

The PEACE Act would:

  • Prohibit any federal funds from being appropriated or made available to the Board of Peace without a separate act of Congress specifically authorizing it;
  • Strip the Board of Peace and its personnel of any privileges, exemptions, or immunities granted under the International Organizations Immunities Act, which the administration's executive order improperly invoked;
  • Require the administration to submit to Congress within 60 days a strategy detailing how already-obligated funds will advance sustainable peace;
  • Direct the Secretary of State to report to Congress within 60 days on the Board of Peace's progress toward achieving sustainable peace in Gaza.
