The European Commission presented the report within the 2025 Enlargement Package, and Ukraine received its highest assessment in three years: a positive result in all 36 chapters.
According to the report, Ukraine continues to make steady progress in implementing legislation in line with EU standards. The European Commission confirmed that Ukraine is ready to open the first, second, and sixth negotiating clusters. These results demonstrate that this issue remains one of the top priorities for the President of Ukraine, the Verkhovna Rada, and the Government.
"Ukraine's progress on the path to the EU is achieved by the efforts of millions of our people. I am grateful to every Ukrainian who works daily for our independence, for our state, and to everyone who supports these efforts, and certainly to all of our brave warriors, who fight for Ukraine, for their brothers-in-arms, and for the very possibility of a safe, united, and free Europe with Ukraine as its integral part," said President Volodymyr Zelenskyy.
The next steps include opening the negotiating clusters and implementing the European Commission's recommendations. Among the key tasks are fulfilling the roadmaps on the rule of law, public administration reform, the functioning of democratic institutions, and the Action Plan on protecting the rights of persons belonging to national minorities (communities) of Ukraine. In addition, it is necessary to develop and approve a National
Program for the Adaptation of Ukrainian Legislation to the EU Acquis and adopt EU integration-related legislation.
"This is the best assessment to date - proof that even as we defend against Russia's full-scale aggression, Ukraine continues to reform and transform according to European standards. We expect the EU's decisive action to overcome all artificial obstacles for a strong and united Europe," the Head of State emphasized.
The European Commission's Enlargement Package Report is an annual assessment of a candidate country's fulfillment of membership criteria, progress in reforms, and alignment with the EU acquis. It is one of the key documents guiding the next steps for Ukraine and the European Union.
