WASHINGTON - Congressman Bobby Scott (VA-03) issued the following statement after voting yes on H.Con.Res, 104, Directing the President pursuant to section 5(c) of the War Powers Resolution to remove United States Armed Forces from hostilities in Lebanon.
"I voted in favor of this war powers resolution, which requires the removal of United States Armed Forces from hostilities in Lebanon, until Congress provides authorization as required by the Constitution. This resolution will preserve critical non-combat missions, including protecting U.S. embassies and supporting the Lebanese Armed Forces, unlike a previous resolution which was considered earlier this month. Congress must reassert its constitutional authority over matters of war and peace."
