Black Sea and Caspian Sea littoral States advance Maritime Single Window implementation

A Maritime Single Window is a centralized digital platform for exchanging information between ships and public authorities when ships call at ports. Since 2024, IMO Member States have been required to operate MSWs in ports, helping to simplify reporting formalities and make ship clearance more efficient.

Sharing experience across the region

The workshop brings together 19 participants, including seven women, from maritime administrations, port authorities and customs agencies in Georgia, Romania, Azerbaijan, Iran, Kazakhstan and Turkmenistan.

Participants are sharing national experiences, progress and challenges in developing MSWs and Port Community Systems. Country presentations are providing an opportunity to compare approaches and identify practical solutions that can be adapted to different national contexts.

Discussions are also highlighting the importance of cooperation between maritime, customs and port authorities, as well as the need for harmonized approaches to digital maritime data exchange.

Towards more connected maritime services

Participants are exploring how the IMO Compendium on Facilitation and Electronic Business can support interoperability and harmonization of data exchanged through digital systems.

The workshop is also examining the wider benefits of MSW implementation, including streamlined reporting, improved coordination between border agencies and port stakeholders, greater operational efficiency and enhanced trade facilitation.

By sharing lessons learned and practical solutions, the workshop is strengthening regional cooperation and institutional capacity to support digitalization across the littoral States of the Black Sea and Caspian Sea.

The activity is delivered through IMO's Integrated Technical Cooperation Programme in close cooperation with the Maritime Transport Agency of Georgia.
