Congressman Goldman Introduces Amendment to Transfer Research Funding From Fossil Fuels to Renewable Energy

GOP Funding Bill Would Defund Cutting-Edge Clean Energy Research and Lead to Higher Costs, Fewer Jobs, and a Warmer Climate
Goldman's Amendment Strips $93 million from Fossil Fuel Research and Allocates it to Renewable Energy Research Instead
WASHINGTON, D.C. - Congressman Dan Goldman (NY-10) introduced an amendment to the FY26 Energy and Water Appropriations bill that would transfer $93 million from the Department of Energy's (DOE) fossil fuel research and development account into the Energy Efficiency and Renewable Energy (EERE) account, which supports critical research into affordable, secure, and clean energy technologies. The Republican majority on the House Rules Committee rejected Congressman Goldman's amendment late Tuesday night.
"After cancelling energy tax credits that have lowered energy prices and yielded more than $400 billion of investment in American-made energy independence, Trump and House Republicans are now doubling down by gutting cutting-edge research into clean energy technologies that would lower utility bills, create jobs, and safeguard our climate," Congressman Dan Goldman said. "Instead of continuing Republicans' Big Oil giveaway, this amendment directs taxpayer dollars towards clean energy that will lower costs forfamilies and ensure the U.S. leads the clean energy economy of the future."
The Energy and Water bill being pushed by Congressional Republicans cuts DOE's EERE programs nearly in half, reducing funding by 47% compared to last year and eliminating critical investments that make energy more affordable forfamilies, support domestic energy production, and ensure American leadership in the transition to a global clean energy economy. Goldman's amendment would compensate forsome of that lost funding by removing $93 million from the section of the bill that funds research into fossil fuel production and instead allocate that money towards funding the Office of Energy Efficiency and Renewable Energy.
As a member of the Congressional Offshore Wind Caucus, Congressman Goldman is committed to investing in clean energy technologies of the future that will lower costs and create jobs.
In June, Goldman led 18 of his Democratic colleagues in writing to House Appropriations Subcommittee on Interior, Environment and Related Agencies Chair Congressman Mike Simpson (ID-02) and Ranking Member Chellie Pingree (ME-01) requesting they robustly fund the Bureau of Ocean Energy Management's (BOEM) Office of Renewable Energy Programs, as well as include language in the FY26 budget to find increased efficiencies in the permitting process foroffshore wind projects, which are an economic and national security imperative.
Following the Trump administration issuing a stop-work order on the Empire Wind 1 offshore wind project in the Congressman's district, he hosted a press conference with Brooklyn Borough President Antonio Reynoso, organized labor, and industrial workforce and energy advocates urging the administration to reverse course. Following his concerted advocacy, the administration relented and lifted the stop-work order weeks later.
