PUC Approves Settlement with Kaib and Kaib LLC Regarding Alleged Overbilling of Natural Gas Customers in Jefferson County

HARRISBURG - The Pennsylvania Public Utility Commission (PUC) today approved a settlement agreement involving Kaib and Kaib LLC (Kaib and Kaib), a small natural gas utility, to resolve allegations that the company charged customers more than the rate approved by the PUC in the utility's tariff.

Kaib and Kaib serves 47 customers in the township of Warsaw and the Borough of Hazen, Jefferson County.

The Commission voted 5-0 to approve the Joint Petition for Approval of Settlement - submitted jointly by Kaib and Kaib and the PUC's independent Bureau of Investigation and Enforcement (I&E) on June 6, 2025. In August, the Commission published the settlement agreement in the Pennsylvania Bulletin and provided an opportunity for public comment. No comments were filed.

Under the terms of the settlement, Kaib and Kaib will provide a total of $4,066.16 in refunds to affected customers through bill credits and will pay a $500 civil penalty to the Commonwealth. The agreement also requires the company to file any necessary compliance tariffs to reflect current rates and ensure future adherence to the Public Utility Code.

I&E initiated its informal investigation after a review of Kaib and Kaib's rate filings indicated a possible discrepancy between the company's tariffed customer service charge and the rate it was actually billing. As part of the investigation, I&E requested billing records and confirmed that, from August 2019 through May 2024, the company charged a $7.50 monthly customer service fee - $2 higher than the $5.50 rate authorized in its tariff during that period.
