The Vista City Council will hold a public workshop on Thursday, Nov. 6, at 5:30 pm in the City Council Chambers at the Vista Civic Center, 200 Civic Center Drive. The workshop will also be broadcast live on the City's YouTube channel and via Zoom (broadcast information is available on the agenda which is linked below).
During the meeting, City staff will present an overview of the City's Six-Year Capital Improvement Program (CIP), which serves as a blueprint for major infrastructure investments, facility upgrades, and land acquisitions. The biennial update ensures that planned projects align with the City Council's strategic goals and available funding resources.
The session will highlight recent accomplishments, review ongoing projects, and identify future needs that have not yet been funded. Council input will help refine priorities and shape the Draft FY 2026/27 and FY 2027/28 Capital Project Budget, which will be presented for formal consideration in spring 2026.
The City's current FY 2025/26 Capital Project Budget totals $113.2 million, including $81.7 million in carryover funding, $27.2 million in new appropriations adopted on July 1, 2025, and $4.3 million in additional appropriations added during the fiscal year. These investments support a wide range of community improvements-from roadway upgrades and public facility enhancements to park rehabilitation projects.
The Capital Budget is organized into eight program areas: Parks and Recreation, Public Facilities, Housing, Streets, Traffic Signals, Drainage, Vista Sewer, and Buena Sanitation Sewer. This workshop will primarily focus on the five non-sewer categories, which represent the majority of City-managed projects directly serving the Vista community.
