A report was just delivered by Ukraine's Minister of Internal Affairs Ihor Klymenko on the investigation into all the circumstances of the attack in Kyiv on civilians, as well as the inaction of those two patrol officers who were at the scene but did not stop the killer and instead fled. A criminal investigation into this incident is already underway, and there will be a full review of the patrol officers' actions - they were required to act under those circumstances. The State Bureau of Investigation is handling this case. The investigation into the attack, along with the verification of all facts regarding the killer, his condition and how he obtained the weapon is being conducted jointly by the Security Service of Ukraine and the National Police of Ukraine. The minister will make personnel decisions across the entire chain of command. There is also a need to review response protocols for such situations, as well as the recruitment and training of patrol officers.
Eight people who were injured are currently in hospitals. One person is in extremely critical condition. All necessary assistance is being provided.
Today, I spoke with the President of Finland - Alex expressed his condolences. We are going through a war and, sadly, suffering human losses every day from Russian strikes and on the frontline. It is especially painful to lose people like this, in an ordinary city, right on the street. Eternal memory to all those who were killed.
We are preparing important announcements regarding our security cooperation with partners next week. We do not forget that air defense for Ukraine, support for our army, and ensuring our defense remain constant priorities. More security arrangements are forthcoming - Rustem Umerov is working with the relevant countries. We already have an arrangement on security cooperation with India, and we are finalizing it so that the documents are in place. Rustem has just briefed on the details. We are also preparing for further work with European partners to unblock the already-approved support package for Ukraine, delivery of which still hasn't begun. It is important to unblock it. A separate issue is sanctions against Russia for this war - sanctions that should push Russia toward real diplomacy. Unfortunately, there is another decision by the United States to ease oil sanctions. This decision will bring no real benefit to diplomacy - and every dollar from oil only encourages Russia to continue the war. But even with this money, they will not solve their problems. Our long-range sanctions continue to work - I am grateful to all our warriors for their precision. In March alone, Russia's oil revenue losses from our long-range capabilities are estimated at no less than $2.3 billion. In just one month. We continue this work in April. I would like to especially recognize the 1st Separate Center of the Unmanned Systems Forces of the Armed Forces of Ukraine, the 98th Reconnaissance Center of the Special Operations Forces, the 19th Missile Brigade, the 360th Separate Coastal Missile Brigade, as well as our special services: the Security Service of Ukraine, intelligence, and everyone who is doing their best to reduce Russia's capabilities and to enhance our security - the security of Ukraine. I spoke with Commander-in-Chief Oleksandr Syrskyi - we will continue our long-range sanctions against Russia for this war.
